Grass-roots civil servants in the civil service team in the basic position,is the executive of the superior policy and the face of the masses.Studying the incentive problem of grassroots civil servants is not only helpful to find out the effective way to stimulate civil servants,but also to enhance the ability of grassroots to implement policies and serve the people.At present,some parts of our country are carrying out the reform of institutions and the optimization of the layout of towns and townships.Based on this special background,carrying out targeted research on the incentive problem of grassroots civil servants has unique theoretical significance and practical value.This paper is mainly divided into six aspects,including introduction,related concepts and basic theories,current situation and problems,experience reference,problem Suggestions and conclusions.Based on the consulting relevant literature,this paper introduces the historical background of the current grassroots civil servant incentive research institute,analyzes the research status of civil servant incentive by domestic and foreign scholars,and expounds the concept and basic theory of the incentive problem of grassroots civil servants.Select L county to carry out case study,through a series of data statistics,analysis,a comprehensive introduction of L county institutional reform,township layout optimization and the basic situation of the civil service.In the process of studying the incentive status of grassroots civil servants in L county,the author mainly use the methods of questionnaire survey,interview and discussion to conclude the problems such as the mismatch of salary and remuneration,the low possibility of promotion,the lack of obvious effect of rewards and punishments,and the imperfect incentive mechanism.After comparing with the relevant practices of developed countries,this paper puts forward some Suggestions to solve the relevant problems in L county,such as establishing a comprehensive salary system,strengthening the career development incentive,improving the assessment system,changing the incentive concept,making every effort to diversify the incentive mode,and strengthening the construction of incentive mechanism.
