Research On The Problems And Countermeasures Of Community Governance Innovation In X District Of N City

The report of the Nineteenth National Congress of the Communist Party of China put forward the idea of "adhering to the leadership of the Party,the people being the masters of the country and the organic unity of ruling the country according to law"."We should improve the Party's leadership and ruling style,ensure that the Party leads the people to effectively govern the country,expand people's orderly political participation,and ensure that the people implement democratic elections,democratic consultation,democratic decision-making,democratic management and democratic supervision in accordance with the law."As an important structural unit at the grass-roots level of our society,community construction highlights the people's ownership and participation in democratic management.From the point of view of urban construction,the community obviously assumes more and more social management functions.At the same time,with the continuous changes of China's economic and social background and environment,the community in its management mode transformation and development has also shown an important significance.On the one hand,the orderly operation of the society depends on the community as a microcosmic unit to form the cornerstone,so the stability of the community determines the stability of the whole society;on the other hand,the community itself is a small society,"sparrows are small and have all the five internal organs",almost all aspects of the whole society,therefore.It is also an important manifestation of social development.By studying the development status of community under the jurisdiction of X District of N City,this paper analyzes the characteristics of community governance and its mode under the new situation in China.This paper holds that the current community governance and its mode in China can be summarized as the core of the community party organization,the basis of community residents'self-management,and the government's separate and sinking administrative functions;the community party organization plays an important core role in the community management mode,community autonomy management,"de-administration" and community residence.The concept of broad participation of the people is deeply rooted in the hearts of the people;the management subjects of the community include community residents committees,community residents'congresses,community public service institutions,social organizations and institutions participating in community management through government purchases.At present,community governance in China reflects the continuous establishment and improvement of community residents'autonomy system,the joint efforts of community,social organizations and social workers to promote the development of community management,community public services,community convenience services and community volunteer services,which involve many aspects of network management and construction characteristics..The transformation,upgrading and development of community management mode are constantly advancing.This paper finds that there are still some problems in community governance in China,showing that the old model is not suitable for the development of the new situation,so it is urgent to change and improve.The problems existing in the current community management mode mainly include the offside of government administration,the existence of "multi-head" in community administration,the imperfection of community residents'autonomous management system and the backwardness of social organizations.The main reasons for these problems lie in the defects in the design of community management system and grass-roots management.The complexity of management work is high,the concept of community management is not unified,and the professionalism of community managers is insufficient.In view of these problems and the causes of the problems,this paper puts forward corresponding countermeasures and suggestions.
