Research On The Problems And Countermeasures Of Non-governmental Organizations Participating In Disaster Management In My Country

China is a country with a large population and frequent natural disasters.and the occurrence of disasters poses a serious threat to the safety of the people’s lives and property.In our country,the struggle between man and disaster has always run through the long historical.Nowadays,with the development of economy and society and the improvement of living standards,people’s demands for disaster management are increasing.In recent years,China’s non-governmental organizations have developed rapidly and played a very important role in many disasters emergency response work.As the traditional single governance model of government can not meet the needs of society,the participation of social forces in co-governance will become a new theme of disaster management.As an important component of modern society,non-governmental organizations are characterized by flexibility,folk nature and volunteerism,which can effectively make up for the shortcomings of government work and improve the capacity and efficiency of disaster management.Of course,while recognizing the value of non-governmental organizations,we should also see that there are many shortcomings cannot be solved in the process of participating in disaster management,due to the late development of non-governmental organizations in China,and external support is still weak,and their own construction is not perfect.In today’s diversified social governance,how to give full play to the advantages of non-governmental organizations and to make their better participation in disaster management has become an important research topic.The research object is the participation of non-governmental organizations in disaster management,with taking into account the principle of "combination of disaster and disaster-free",using the research methods of literature,cases and comparison.This paper expounds the necessity,feasibility and present situation of the participation of non-governmental organizations in disaster management under the guidance of the theory of cooperative governance theory and voluntary failure theory.The problems of non-governmental organizations in the process of disaster management,which is shallow participation,and that coordination is weak,and that capacity is not aligned,and that the lack of social support identity is highlighted.In view of these problems,we can analyze from two aspects of external environment and self-construction.The external environment is the insufficiency of legal system construction,the restriction of management system,the lack of working mechanism and the limitation of social culture.Contemporary,the management defects,shortage of talents and lack of resources of non-governmental organizations constitutes the internal causes of the problems.In order to better solving the problems which are existing in the disaster management of non-governmental organizations and giving full play to the advantages and during role of non-governmental organizations,we can improve from three aspects: firstly,optimizing the policy environment,improving the relevant legal norms,strengthening the policy support for non-governmental organizations,and establishing a long-term cooperation mechanism between the Government and non-governmental organizations.Secondly,optimizing the social environment,actively cultivating the public’s sense of voluntary service,strengthening the social supervision of non-governmental organizations.Thirdly,strengthening their own construction,improving the management of organizations,establishing a scientific resource guarantee mechanism,and strengthening exchanges and cooperation at home and abroad.
