Research On The One-stop Administrative Approval Model

In terms of China's administrative examination and approval system,there are different optimal operation modes in different periods,and different modes will appear.In order to maintain a good characteristic,a pattern must be constantly in the process of change and adjustment.So different things have different patterns,and the same thing has different patterns at different times.Because different things have different conditions and contents,they require different optimal operation modes.The same thing will produce new optimal operation mode due to the change of external environment and its own growth.The reform of administrative examination and approval mode is an intersection of the reform of administrative examination and approval system and the reform of government management mode in the field of government innovation.Since the 18 th national congress of the communist party of China,China has carried out eight large-scale reforms of the administrative examination and approval system.In the early stage,the state council issued many relevant policies,and local governments responded to the policy call to actively promote the reform,achieving remarkable results.During the reform of the administrative examination and approval system,the mode of administrative examination and approval has been innovated.Second,the relatively centralized examination and approval mode with the administrative service center as the carrier;Third,the relatively centralized licensing authority new model--the administrative examination and approval bureau model;Fourth,"Internet + administrative examination and approval" mode based on the Internet.Starting from the background of the reform of the mode of administrative examination and approval system,under the guidance of the theory of the overall government,the limited government and the service-oriented government,this paper studies the commonness and deficiency of each mode and puts forward the corresponding improvement measures.At present,the examination and approval modes in various regions are mainly offline government affairs hall,supplemented by online government affairs hall.Some people think that the aea is the 2.0version of the administrative service center.The author thinks that there are both commonalities and differences between the aea and the administrative service center.The commonness lies in the same administrative environment--"decentralized management and service",the same approval mode--relatively centralized approval mode,and the same approval process--serialapproval.The difference lies in the different organizational structure,examination and approval authority,and examination and approval method.The "Internet + administrative examination and approval" mode can be seen as a concomitant development process of the entity hall mode,and as a communication platform to promote the mode change.There will be problems in the generation and development of any mode.In the problem part,this paper mainly carries out from five aspects: the lack of window services,the prominent problems of examination and approval intermediary service agencies,the difficulty in achieving information interconnection and sharing through online examination and approval,the obvious phenomenon of "starting from the beginning" in the resident departments,and the problem of power rent-seeking.The reason for these problems is that the approval items and personnel management are chaotic,the approval process and the department coordination are not smooth,the approval and supervision responsibility division is not clear,the power transfer and delegation is not complete,the department interests drive,the supervision mechanism is not perfect,the administrative examination and approval system is not smooth,the responsibility isomorphic problem is prominent.According to the existing problems and the cause of the problem analysis,model of electronic government affairs in Singapore and based on the experience of administrative examination and approval system reform put forward the perfect path model of examination and approval,that is,from the perfection of the mechanism of power list and responsibility list,in a standardized specification approval procedures,strengthening the internal and external supervision of administrative examination and approval,standardize the administrative examination and approval of intermediary service agencies four aspects to strengthen the supervision mechanism,regulate the behavior of examination and approval.Strengthen departmental coordination and optimize the approval process;Innovate the assessment standards,improve the management system from the perspective of personnel quality,and standardize the service content.Reengineering online government service process and innovating service mode;Integrate and upgrade platform channels to consolidate backstage support;We will speed up information sharing among government departments,optimize online administrative approval from the perspective of government services,and promote the integration of the two industries.The reform of administrative examination and approval system has entered a "crucial period".Mode change is the key to break the "last mile" of administrative examination andapproval,but mode change is a long-term and dynamic process.Therefore,on the basis of the existing operation mode,we should continue to explore the development of the new mode and truly realize the goal of "one network,one service".
