In current China in the new period of social transformation, fast development of industrialization and urbanization lead to a sharp increasing need of land, which also lead to more and more requisitioned rural land. In the process of requisitioning land, some phenomenon like incomplete procedure, low standard of compensation, Inadequate protection of the long-term livelihood of the landless peasants has trigged a series of contradictions which finally broke out in a series mass disturbances after long-time fermentation, and these mass disturbances tend to become more and more fierce. There is no denying that these mass disturbances has severely disrupted the local production and living order and become a highlighting issue influencing social stability and construction of new countryside, which has attracted the attention of our party and state, because whether to effectively handle such kind of mass disturbance concerns our social stability and development and the construction of a harmonious society.Adopting such research methods as documentation method, case method, method of comparative analysis using Tong’an event of Suzhou city and Wukan event of Guangdong province as research object, the thesis tries to explore the features and negative effects of such kind of mass disturbance, and analyze the reason of frequent occurrence of it from several levels. In the end, according to Emergency management theory, the thesis presents us some effective ways to perfect Emergency management mechanism on Land mass incidents and disposal such contradiction as requisitioning land.
