Research On The Reform Of Laos' Civil Service System

Civil service system is an important part of the national political system and the legal basis for regulating government personnel management activities.The improvement of national administrative management ability and level requires an effective civil service system.Since the formal implementation of the civil service system in China,great changes have taken place in the management of civil servants in state administrative body,and obvious results have been achieved.Especially with the implementation of the Civil Servants Law of the People's Republic of China on January 1,2006,the management of civil servants in China has entered the track of legalization.At present,Laos is in the process of deepening reform and opening up.It is urgent to establish a scientific and legalized civil service system.By comparing the civil service system between China and Laos,this paper aims to learn from the experience of the construction of the civil service system in China and provide ideas and Countermeasures for the improvement of the civil service system in Laos.The full text is divided into four parts.The first part analyses the concepts of civil servants and civil service system,and introduces the background,development stage and characteristics of the Lao civil service system.The second part points out the problems existing in the Lao civil service system in the six aspects of examination,namely,recruitment,assessment,promotion,training,supervision and punishment.The third part introduces the main practices of China's civil service system in terms of access,performance appraisal,promotion and training.The fourth part,based on the experience of Chinese civil service system,puts forward corresponding solutions to the problems in Lao civil service system,and explores the ways to improve Lao civil service system.
