Study On The Implementation Of The Policy For Children In Distress In E City,Inner Mongolia

Children are the hope of China,they are bearing the future development of the country,with the liberalization of the two-child policy,more children will be born.But then there will be a more prominent problem,that is a large number of distressed children groups,many social groups are more involved in the rescue of distressed children.The country is the primary body of the assistance for children in distress.And the national policies have a decisive impact on the help for children in distress.From 2013 to 2018,the country has issued a number of policies to help children in distress,but encountered great obstacles in the implementation of the policies.In the past five years,the number of children in distress in E city of Inner Mongolia has been decreasing year by year.However,some problems have emerged in the implementation of the policy.The implementation is not in place,the welfare sharing mechanism has not been established,and some relief policies have not been implemented.The evaluation mechanism is not sound enough to ensure that every injury is effectively evaluated and followed up.According to Smith's theory of policy implementation,the author studies from four aspects and finds that the main course of policy implementation problems are: the weak foundation for formulating policy programs and the scope of goals,the target scope is narrow,and the monitoring and intervention mechanism is weak;policyobjects learned helplessness,faraway from the crowd and hard to return.The executor has insufficient legal awareness,insufficient understanding of emergency response mechanism,and fails to establish and improve the mandatory reporting mechanism.Finally,there is an urgent need to strengthen the policy environment,weather economic,cultural,educational and growth environment.This article attempts to compare the child welfare policy in the developed countries such as the United States,Japan,and Sweden and distressed children policy between developed cities and less developed cities of China,to find the problems of distressed children policy implementation.E city in Inner Mongolia autonomous region,a small city in western national areas,the author studies various aspects problems of the distressed children in the implementation of the policies in the less developed area,from the experience of various countries,policy proposal,executive mechanism,policy objects and policy environment.From the preparation to implementation stage and summary stage,gradually found the problems.According to Smith's model of policy implementation progress,this paper analyzes the reasons from four factors that affect the policy implementation and give forward suggestions.
