| Since 2017,the Central Committee of the CPC and the State Council have repeatedly issued guidelines and policies for non-governmental organizations,aiming to stimulate their vitality in urban community governance and to promote the construction of a new pattern of mutual constructing,governing and sharing.In the new era,as one of the subjects of social governance,the identity of organizations has long been self-evident,and their status and role in community governance can no longer be underestimated.And they are also an incomparably powerful social force to promote urban communities to good governance.Therefore,promoting the embedding of non-governmental organizations into urban community governance is a necessary way to promote the mutual integration of non-governmental organizations and urban communities,which is of profound significance for releasing the vitality of social development.Although it has become a general consensus that the embedding of non-governmental organizations is a beneficial path for urban communities to achieve good governance,whether the ways of embedding will affect the governance performance of urban communities,such problem is worth discussing.Based on the procedures of putting forward problems,analyzing problems and solving problems,this paper divided the embedding of non-governmental organizations in urban community governance into "mechanical embedding" and "organic embedding" on the basis of the embedding theory through combing and analyzing the previous research results,and holds that non-governmental organizations are facing the dilemma of "mechanical embedding" in urban community governance,which need "organic embedding" as an effective way to solve it,so as to promote these organizations to profoundly integrate into urban community governance and to realize good governance of community.In the study,H organization in Y city was selected for field research,and the project of "Tencent Public Welfare · Five Communities linkage · Love in Jingchu" was taken as a typical case for in-depth research.Through the research,it was found that the "mechanical embedding" of H organization in urban community governance was mainly manifested in three aspects: the floating embedding subject,the rough embedding means and the weak embedding state.Among them,H organization,as the embedded subject,has frequent personnel movement and weak professional ability;the project system,as the embedded means has narrow coverage,and shows the tendency of fundamentalism;the experience of communities,as the direct embodiment of the embedded state,is manifested in the lack of trust,identity,communication and interaction.Finally,it is concluded that the reasons behind above predicaments include factors from three aspects,which are urban community factors: lack of democratic cultural atmosphere and awareness of communication and cooperation,and social organization factors: insufficient sources of funds and talents,and project institution factors: much more attention to the government’s intention and excessive quantification of evaluation indicators.Therefore,in view of the difficulties and reasons of H organization in the three dimensions of embedded subject,means and state,it is considered that we can strengthen the self-construction of non-governmental organizations and stimulate the vitality of subject through "organic embedding",and we can improve the construction of project system and optimize the embedding means,we can also cultivate the community cultural environment,creating a good embedding atmosphere,improving the comprehensive quality of the embedding subject,optimizing the implementation strategy of the embedding means,and deepening the interaction and identity between the subject and object,so as to promote the good governance of urban communities. |
