Our country is an agricultural country,giving high priority to agriculture development secures the foundation of the people and the importance of governance.To realize a well-off society for all,The most obvious problem focus on the countryside,the "three rural".Since the 18 th CPC national congress,lots of policies to strengthen,enrich and benefit farmers have been promulgated.And the strategy of rural vitalization which has been promulgated in the 19 th National Congress,all of these show that the CPC central committee with Xi Jinping at its center attach great importance to the "three rural".In the process of modernization,modernization of agriculture and the countryside relates to the success or failure of socialist modernization.Along with the "Internet +" strategy has been proposed and applied,internet technology is accelerating the extension and penetration into agriculture and rural areas,and has taken good effect in agriculture science and technology and rural e-commerce.It also shows an application future in agricultural Internet of things and big data.Combining with its own development advantages and with the help of International LogisPark and national industrial new area,Jiaozhou has welcomed unprecedented development opportunity.The construction of smart country creates more equal opportunities for rural development.This paper is based on the theory of smart countryside smart agriculture new professional farmers rural e-commerce public goods theory entrepreneurial government concept public policy evaluation meta-governance and other theories,combined with the research results of domestic and foreign scholars,briefly explain the areas involved in smart countryside new opportunities for smart rural construction brought by “Internet+”,and the important role of public policy in this process.Proceed with state of development of economy and natural condition of Jiaozhou,the present situation of intelligent construction in Jiaozhou city is expounded,with helping optimize the industrial structure,promoting agricultural modernization,comprehensive reform in "three rural" and Intellectual support analyzes the current public policies of intelligent construction.It shows its significance in transforming government functions,improving service capacity,promoting the level of rural agricultural modernization,increasing farmers’ income,promoting talent flow,attracting high-tech talents.It is pointed out that in the process of building smart villages in Jiaozhou,there are still some problems,such as the lack of knowledge of smart rural construction,the low level of smart rural infrastructure construction,and the lack of supporting policies for the integration of smart villages and Internet + industry.Finally,Suggestions are put forward from the aspects of relying onInternet + to deepen agricultural modernization,optimize financial insurance policies,and optimize policies for training and introducing talents.It provides certain reference for the construction of smart countryside in Jiaozhou city and the acceleration of rural modernization,and also provides certain reference for the construction of smart countryside in other areas.
