Research On The Effectiveness Of Public Participation In Local Government Performance Evaluation Based On The AHP Method

In recent years,local governments in China have been constantly innovating performance evaluation models,and public participation has been widely introduced into them.However,in the process of practice,there are some problems,such as low enthusiasm of public participation,limited ability of public participation,and imperfect guarantee mechanism of public participation.In order to study the effectiveness of public participation in local government performance evaluation,this paper first adopts the AHP method to determine four types of criteria layer and 13 types of factor layer according to literature review and Delphi method.Criterion layer includes "public participation in the performance evaluation of local government","attitude" treat public participation in local government performance evaluation,the system guarantee of the "public participation in local government performance evaluation","public participation in local government performance evaluation of technology security,to build the effectiveness of public participation in local government performance evaluation index system and their weights.To evaluate the effectiveness of public participation in more detail,this article selects the representative of the "three people" Qingdao activities as the research object,according to the index system of effectiveness of public participation in the design of questionnaire,the laoshan,shibei,districts,licang district to participate in the activities of the "three people" of the public on behalf of a questionnaire survey,the final statistical survey data,and use the software Yaahp measure the effectiveness of public participation in scoring,determine the effectiveness level effectiveness according to the table.The research found that,in the past ten years since the "three people's activities" were held in Qingdao,a series of achievements have been made.However,there are still some problems such as insufficient motivation for public participation in local government performance evaluation,low level of public participation in local government performance,imperfect guarantee mechanism for public participation,and technical barriers in local government performance evaluation.Public participation in local government performance evaluation is becoming an innovation of local government,the key to the ability of government modernization,therefore to improve the effectiveness of public participation,on the one hand,to create a good atmosphere of public participation,we will continue to strengthen the government's public value orientation,to participate in the scientific nature of the object choice and enhance the ability of public participation,on the other hand,through the provision of public participation in the system supply and technical support,so as to improve the effectiveness of public participation in local government performance evaluation.
