A Study On The Public Participation In Local Go Vernment Performance Evaluation

In recent years,the government performance evaluation has been popularized in large area in the country,public participation in government performance evaluation as one important part has attracted more and more attention,some have achieved good results in practice,appeareda number of characteristics and bright mode,including "millions of people appraise the government" in the city of Nanjing,"seek advice from the public in TV" in Wuhan,"hundreds of people appraise the organs"in the city of Fang cheng gang etc...But overall,at present public participation in government performance evaluation of our country is still in the primary stage,the theoretical research have not kept up with the needs of the times,there are also many problems in operation practice,need further study.This article absorbs and draws the related theories of public participation and performance evaluation,including the theory of participatory democracy,the theory of deliberative democracy,the theory of performance management,the theory of governance and good governance,on the basis,disusses the factors in the public participation,including motivation,subject,scope,way and result application,and carrys out an empirical research according to the mode of public participation in government performance evaluation in Liuzhou,analyzes the characteristics of the public participation,the effect and problems etc..Based on the theory of governance and good governance,analyzes the common problems of public participation in government performance evaluation from the public level,government level,system level and technical level,proposes some countermeasures to improve the public participation from several aspects,including cultivating civic awareness,improving the system,expanding the participation of the community,broadening the scope of participation,riching the channels of participation,completing the use of results.
