Corruption has always been one of the major problems faced by all countries,and it is a “cancer” that affects the orderly operation of the political system.The exposure of Park Geun-hye's “Family Door” scandal in 2016 triggered widespread concern in the international community.Later,Park Geun-hye and Lee Myung-bak became the third and fourth South Korean presidents arrested and imprisoned for corruption.Throughout the history of Korea,since the beginning of modernization in South Korea,successive presidents have been unable to escape the misfortunes involving corruption.Since the Park Chung-hee government,the South Korean government has attached great importance to the corruption problem.With the opening of the democratic transition in 1987,the governments of various governments have continuously strengthened the anti-corruption mechanism,and the anti-corruption efforts have been continuously increased.The corruption problem has been gradually and effectively controlled as a whole.However,South Korea's high-level corruption governance led by the president has never been effective,and the presidents after the democratic transition are still unable to get rid of “corruption”.Despite corruption occurs in all countries of the world,the extent,form and scale of corruption vary from country to country.The corruption of the President of South Korea is characterized by complexity,continuity and seriousness,and is the product of the interaction of various factors.In terms of economy,the economic development model of political and economic bonding has not only created a powerful chaebol group,but also is an important reason for the spread of presidential corruption.Formed in the process of modernization development,the typical characteristic of “small countries,large enterprises” gradually is ostensibly conducive to the development of enterprises and economic growth.In fact,they not only disrupt the normal economic operation order,but also undermine the fundamental interests of the country.From the perspective of political system,the continued fermentation of presidential corruption is closely related to the imperfection of the development of the Korean political system,mainly reflected in the money-led electoral system and the imperfect political party politics.In terms of social culture,the influence of negative factors in Korean traditional social culture has provided fertile ground for the nourishment of presidential corruption and is an important reason for the spread of South Korean presidential corruption.In addition,although every government in Korea has made great efforts to combat corruption,there are still many shortcomings in the construction of anti-corruption mechanisms,and there is still a long way to go.
