Investigation On The Reform Of The Administrative System Of Some Townships In Chongqing

In this article,through field research,online access to information,around the village and township administrative system reform in chongqing since the 21 st century's laws,regulations and policy documents,the specific reform measures of chongqing,DaTong Town,yunghsin town baisha town of villages and towns such as survey analysis,find the existing problems in township administrative system and the reasons,targeted in the law and administrative system reform measures are put forward,so as to further optimize the administrative organizations at the grass-roots level,to establish big department system,promote the comprehensive law enforcement,vigorously and decentralization,appropriate to the construction and the rule of law government asked township administrative system,and,We will further improve relevant laws,regulations and policies to provide theoretical reference for building a law-based government in 2020.This paper consists of four parts.The first part is the investigation of the reform of township administration system in chongqing.It mainly introduces the investigation motivation,investigation plan and main investigation data.The second part is the basis,operation and result of chongqing township administrative system reform.Firstly,the laws,regulations and policies issued since the 21 st century are sorted out.Secondly,the operation and implementation of laws and policies in the reform are introduced.Finally,the operation of the system formed after the reform is described.The third part is the problems reflected in the reform of the administrative system of some towns in chongqing.It is mainly explained from the following three aspects: first,the problems at the level of laws,regulations and policies;second,the problems at the level of reform and operation;third,the problems of forming the system after reform.The fourth part is the new measures of the administrative system reform of villages and towns.I think mainly from two aspects: one is the measures in laws,regulations and policies;the other is the measures in the reform mechanism.This paper advocates that the policies of the Party and the state should be transformed into laws and regulations through legislation,and that the leadership of the Party,the people being the masters of the country and the rule of law should be truly unified so that the reform can be justified by the law,and that procedural provisions such as the proposal and approval of reform bills should be added to the Legislative Law of the People's Republic of China.The Organic Law of the Local People's Congresses and Local People's Governments at various levels of the People's Republic of China has been amended to further clarify the functions of township governments and to revise the laws and regulations at the administrative law enforcement and administrative levels in accordance with the newly positioned Township functions.
