The Tibet Autonomous Region Public Participates In Local Legislation Researc

Public participation in local legislation refers to the important link that local legislatures introduce into the legislative process in order to better achieve the general goal of governing the country by law and strengthen the scientific and democratic nature of legislation.In the legislative process,through the participation of stakeholders,it shows the scientific and democratic nature of decision-making,so that the formulated laws are decided on the basis of public opinion,which can strengthen the enforcement of laws and regulations,and greatly improve the acceptance of the people.Therefore,after joining the public participation procedure in the process of national legislation,in order to respond to the national legislative decision-making,and in order to build a socialist legal system with Chinese characteristics,the system of public participation has been widely adopted in the legislative process throughout the country,which greatly improves the scientific and democratic nature of legislation,and also plays an irreplaceable role in the construction of the rule of law in China.However,due to the differences of local conditions and social life styles,the local legislation process is affected by uncertainty.There are still many problems in public participation in local legislation in China,including: firstly,there is no feedback guarantee for public participation;secondly,the platform for public participation is too single;thirdly,the information transparency of public participation in local legislation is not high;Fourth,inadequate expression of public participation interest appeal.Therefore,in view of the problems existing in public participation in local legislation,in order to achieve scientific legislation and democratic legislation,we should move towards the general goal of ruling the country by law,and take corresponding countermeasures to solve the problems of public participation in local legislation,including: first,we should improve the feedback mechanism of public opinion;second,we should improve the platform of public participation;and then,we should improve it.Legislative information disclosure system;then to improve the public participation in Legislation Rights Protection mechanism;finally,to improve the local legislative assistant system.In a word,public participation in local legislation is a good system.We should strengthen public participation in local legislation to implement,ensure the scientific and democratic nature of legislation,make our socialist rule of law development and strive for the general goal of ruling the country by law.
