Since china’s reform and opening up, the socialist market economic systemestablished gradually, with the reform of economical system, reform of theadministrative system has start. In2005, premier Wen jiabao put forward the idea ofbuilding a service-oriented government, therefore building a service-orientedgovernment has become the direction and goals of reform of china’s political system. Asthe name implies, the service-oriented government is the government that serving thepeople wholeheartedly, who use the right that people awarded to provide satisfactoryservice for the people, the goal is to build a government that can gain people’ssatisfaction, these plays a key role in strengthen the government and the people’sfeelings, and its also important to building a harmonious socialist society.Civil servants is an important part of government, civil servant’s public serviceability affects the success or failure in building the service-oriented government directly.Grass-roots civil servants working on the basic of government, they have direct contactwith the masses, so when the masses of the people encounter problem and need somehelp, grass-roots civil servant can know it immediately, and then provide direct serviceto the masses to solve the problems, meet the demand. Therefore the level of thegrass-roots civil servant’s public service ability has a direct impact on construction of aservice-oriented government. So improve the ability of public service of grass-rootscivil servant has an important significance to build a service-oriented governmentsuccessful.It is based on the above consideration, this paper choose the construction ofgrass-roots civil servants public service capacity as the research object. Through to themassive literature material reading and analysis, then analyze the current problemsexisting in the grass-roots civil servants public service capacity building, the cause ofthe problems, and puts forward some countermeasures for public service capacity ofgrass-roots civil servants. This paper include four parts. The first part is introduction, mainly introduced thebackground and significance of the selected topic, research status at home and abroad,research ideas and methods and the innovations and shortcomings of this paper. Thesecond part is summary, mainly to define the concept, discussed the content of thegrass-roots civil servants public service ability, and illustrates the theoretical basis of thepaper relying on. The third part analyzes the problems existing in the construction ofour country grass-roots civil servants public service capacity and analyzes the reasons ofthese problems. The fourth part is based on the problems that have referred in the thirdpart, put forward the strategy of grass-roots from the various aspects to civil servantpublic service capacity building.
