Study On Construction Of Public Service Capacity Of Grass-roots Civil Servants

Since reform and opening, around the decentralization, the establishment of socialist market economic system, China's administrative management system continued to push forward, giant changes exited in government functions and management style. In 2005, Premier Wen Jiabao's "Government Work Report" clearly put forward the idea of building a service-oriented government, since the Sixteenth Congress, the functions of government from the economic development through the transition to public service, service-oriented government pursues the realization of public interests, and for achieve the government's fundamental goal of public service must cultivate and use of various types of people who adapted to society development, especially high-quality professional. Civil servants are the carrier of government administration, the government's vitality lies in the civil service initiative and a positive initiative, ability and the level of civil servants directly determines the success or failure of building a service-oriented government.The construction of service-oriented government, how to improve public service capacity prove to be one of the key tasks of civil servants of all levels government. In recent years, China's civil servants in the process of building a service-oriented government has accumulated a lot of valid experience, but also exposed many problems such as conflicts between cadres, public service satisfaction is not high, civil servants mental sub-health, there have been some civil service groups can not meet the development requirements of the current situation. Because of public services and social management functions primarily at the grassroots, grass-roots level of public services is not optimistic. Thus, strengthening construction of public service capacity of grass-roots civil servants is of great urgency.It is against this background, the author take the study on public service capacity development of china's grass-roots civil servants as thesis topic. In order to fully and accurately grasp the basic construction of the current level of the public service, the paper in the literature, use of questionnaire and interview methods, based on the theoretical analysis, and combine the current civil servants in the public services practice all over the country, analysis the current problem of public service capacity development of china's grass-roots civil servants, constraints and put forward concrete proposals.The contents of this paper is divided into five parts. The first part is an introdution, describes the purpose and significance of the research paper, an overview of related literature, the paper's research ideas and research methods. The second part, firstly defines core concepts of the public service capacity of grass-roots civil servants, sorts out the theoretical foundation of public services; Secondly, does general introduction of the grass-roots public service capacity of civil servants; Finally, emphasizes the significance meaning of enhancing public service capacity development of grass-roots civil servants, so as to lay a solid foundation for future research. The third part, based on the investigation of the grass-roots public service capacity of civil servants of Anyi county, combined with the practice of grass-roots public service capacity of our country, objectived analysis of the factors that restrict service capacity building. The fourth part, conceives of the basic framework for the public service vision, enrich the basic connotation of the public service capacity of grass-roots civil servants. Overall understanding and systems thinking through the basic construction of the public service capacity of grass-roots civil servants issues, from the ideas, systems, and environmental and other aspects put forward related countermeasures to strengthen public service capacity construction of grass-roots civil servants.
