The continuous development of economic and social means of administrative department of the government work efficiency and the requirement of leadership to get higher step by step. Among them, the administrative department of civil servants at the grass-roots level is our country one of the most growing group, to a certain extent, promoted our country’s economic and social development and progress, of course, there are many problems, such as low working efficiency, corruption, and so on. "Economist" hypothesis points out that reasonable and conforms to the implementation of the salary incentive mechanism of the development of social economy, can better meet the needs of civil servants of all kinds of material, at the same time, help to inspire their self-fulfillment requirements, improve their work efficiency, enhance the consciousness of serving the people, improve professional knowledge, improve the service mode, to ensure the quality of service, etc. In turn, to promote the civil service system to better play a role of function, and efforts to build a harmonious society, promote the healthy development of the society.This article mainly takes Hebei province Xingtai city as an example, combined with the basic content of human resource management and salary incentive related theory, adopt questionnaire investigation and quantitative analysis of the each other unified strategy, analysis effect of the practice of Xingtai grass-roots civil servants salary incentive system, to sum up, the following concise conclusion:first, the government is the incentive mechanism of civil servants at the grass-roots level authority of human resource management is the most important link, is helpful to improve the level of job performance and management. Establishing civil servants at the grass-roots level from the inner need of individual compensation mechanism is an important aspect of the desired incentive target. According to Maslow’s hierarchy of needs theory, people’s needs and expectations are changing development, so the wage incentives should be constant innovation and development.Second, by analyzing the present condition of the grass-roots civil servants salary incentive in China, it is concluded that some problems such as"the growth space grass-roots civil servants ""the annual performance evaluation become a mere formality""the welfare treatment is difficult to implement". Combined with the empirical analysis of xingtai in Hebei province. Finally, Based on the above to the civil servants at the grass-roots level of our country and salary incentive effect analysis of Xingtai,this paper discusses in detail how to perfect salary incentive mechanism of civil servants at the grass-roots level from the "competitive incentive system", "the promotion mechanism", "material incentives "and "benefits to exchange mechanism "four aspects,and then provides the corresponding policy and way.
