With the advent of the era of big data,China’s Internet and other information science and technology have developed rapidly.Various industries and organizations have begun to enter the information age.And the government is pursuing measures to deepen the reform of"delegating powers" and promote "Internet+government services",the deepening of the application of government information construction has opened up a new level of in China’s government affairs service.At the same time,it also faces many problems and challenges,such as different technical standards,scattered platforms and difficult resource sharing.This study takes XX Government Affairs Center as the research object,and analyzes and optimizes its monitoring information system.Firstly,this paper introduces the theoretical basis,system development method and technical basis involved in the system development and construction process,clarifies the research ideas,and on-the-spot investigation and arranging the current situation,organizational structure,personnel distribution and distribution of administrative affairs halls of XX Government Affairs Center.The paper analyzes the main business processes and main data processes of the monitoring information system,and draws the business flow chart and data flow chart.From the three aspects of functional requirements,non-functional requirements and security requirements,the requirements of the monitoring information system of the XX government affairs center are clarified.And put forward specific requirements.Secondly,according to the principles and methods of system optimization design,the optimization ideas and optimization goals are proposed from four aspects:monitoring points,organizational structure,event priority,and monitoring data.Using the optimization principle of operations research to establish a mathematical model of layout optimization based on monitoring traffic flow similarity.According to the organizational structure type and characteristics in the management theory,combined with the system analysis results,the linear organizational structure is optimized to a linear-functional organizational structure to solve the problem of bloated organizational structure and middle management personnel.According to the risk matrix method,the evaluation level is subdivided,and the three-point method is optimized into a mixed method of the percentage system and the five-point method,Then,the management personnel and professionals are scored to determine the alarm priority of the risk event to mine the truly valuable risk event.According to the big data theory,it is pointed out that the sample in the big data era is the overall feature.Forcing the monitoring information system of the XX government center to optimize the system must consider the storage performance and storage cost.The first task is to optimize the structure of the monitoring data and reduce the storage space it occupies.And then according to the decomposition-coordination method of system optimization design,using structured information system development method,a system hierarchy suitable for the organization is proposed.Starting from the seven levels of the monitoring information system,the main equipment at each level and the main tasks at the level are introduced,including the front-end camera classification and characteristics,monitoring point distribution and monitoring level requirements,data processing and analysis,display control,Combined with TCP,RTP,and RTCP,the control command transmission and network data transmission are performed separately.The topology information diagram of the monitoring infonnation system applicable to the XX government center is designed.The intelligent video server and the intelligent analysis server are added on the basis of the original system to realize the intelligent monitoring function.The workflow of key business in the system application process is designed,such as front-end unit login,client unit login and upgrade,video browsing,platform recording,video playback,pan/tilt control,platform alarm,etc.Thirdly,design the database from three aspects:conceptual structure,logical structure and physical structure.The E-R diagram is drawn to indicate the entity type of the system and the attributes of each entity,and the relationship between the entities is determined.According to the entity,the basic data table commonly used by the system is designed,the field name,data type and length are specified,and the primary key of each basic table is set.Calculate the storage capacity and storage bandwidth of the XX Government Affairs Center monitoring information system(including urban two levels),and determine the IP SAN storage structure.The system integrated platform and input and output are designed,and the corresponding display interface is given.Finally,point out the work content and issues that should be noted during the implementation phase of the system,emphasizing the importance of hardware and software and data preparation.This paper introduces the main work contents and testing standards of the equipment,sub-module,sub-function,and sub-system testing.Explain the types of personnel receiving the system training and the training content received,and strengthen the all-round management and full process control of the system implementation.Summarize the conclusions and recommendations of this study.Finally,it emphasizes the all-round management and the whole process control of the system implementation,studies the work content and the problems that should be paid attention to at each stage of the system implementation,emphasizes the importance of hardware and software and data preparation.The introduction of the test phase is divided into equipment,sub-modules,sub-functions,sub-system testing,and the main work content and testing standards of the test are studied,indicating the types of personnel receiving the system training and the training content accepted.Summarize the conclusions and recommendations of this study.
