Research On The Problems And Countermeasures Of Community Governance In Honggang District

With the deepening of reform and opening up and the rapid development of socialist market economy,the urban social structure has changed significantly while the traditional social management system has been broken.Especially in recent years,with the progress of the reform of streamlining administration and delegating power,the government's functions in some aspects of social management have been gradually delegated to grassroots social organizations.As an important grassroots social organization,community reflects people's living conditions and various needs.It can be said that social governance is an important social issue,and its governance level,governance capacity,governance system and governance pattern have an important impact on residents' sense of gain,happiness and sense of security.Moreover,with the acceleration of the urbanization process and the improvement of people's living standards,people's needs are becoming more and more diversified and diversified.It is obvious that the traditional community governance mode cannot adapt to the diversified needs of people in the new era and under the new situation.To explore the problems of the community governance in the new period,and constantly expand community governance space,build a pattern of diversity in community governance,improve the service level,promote the community standardization community governance has become an important hot topic in the field of government to promote community governance,this thesis study was based on this background,with red district as an example to the community governance issues were studied.Based on the perspective of community governance,under the guidance of multi-center governance theory and new public service theory,this paper studies the community governance in Honggang district comprehensively with the methods of literature review,field investigation and case analysis.Red district,the author through field visiting survey found that there exist certain disadvantages to the red district community governance and problems,such as: the status and functions of the government position is not clear,did not give full play to the social intermediary role,community residents' participation enthusiasm is not high,the lack of diversified pattern of community governance,community governance service level high enough,the lack of perfect system of community governance,etc.The main reasons are that communitygovernance is affected by the traditional management system,the transformation of government functions is not in place,the community participation mechanism is not perfect,the social intermediary organizations are inborn insufficient,and the residents' awareness of participation is weak.On the basis of the above research,this paper puts forward targeted countermeasures and Suggestions to strengthen the community governance in Honggang district,including actively transforming government functions,cultivating social intermediary organizations,building a diversified community governance pattern,enriching the service content of community governance,and improving the community governance system.Through the paper research can not only provide better quality services for community residents,but also can greatly improve the well-being of residents,sense of security and sense of gain.
