The Problems And Countermeasures Of The Residents Of L Community In Yangzhou City Participating In Community Governance

As an important way for people to exercise their democratic rights,residents' participation in community governance can provide permanent power and source for community construction and development.Effective community participation not only can promote community development at the micro level,but also can influence the changes of human society at the macro level.However,present situation indicates that residents' low participation enthusiasm and quality in China has become the bottleneck of community's further development.How to arouse and increase residents' participation enthusiasm is an important and inevitable problem in promoting urban grassroots democracy.Therefore,research on residents' participation is of great significance both in theory and practice.L community in Yangzhou city was established in 2005 with about 12,000 ordinarily residents.As it is a mature modernized community,research on its residents' participation in community governance has a certain representativeness.Based on the theory of community governance,citizenship theory,the theory of deliberative democracy and democratic participation theory as the theoretical support and data gathered first-hand,combined with a questionnaire survey,the integrated use of literature analysis,questionnaire and statistical analysis of yangzhou L community residents to participate in community governance problems for research.The analysis shows that residents' participation in L community governance has a certain effect.However,there are still some problems,such as the lack of community awareness,the unbalance of participants,the administration of participation mechanism and the unconspicuous participation effect.These problems have become key factors restricting community development.In view of the above problems,this paper summarizes the causes of the problems as the follows.The subjective aspect includes residents' lack of community belonging,the restriction of traditional family concepts,residents' lack of practical participation ability and practical appeal motivation.The objective causes include the function dislocation of community organizations,the obstructions of residents' participation access,the difficulty of developing and utilizing community resources,and the restriction of traditional mobilization methods.On the basis of full investigation and research,this paper puts forward the countermeasures to promote the participation of residents in L community.First,we should cultivate residents' community awareness actively and strengthen publicity and education,as well as establish the concept of residents'participation in community governance.Second,we should standardize the participation mechanism and broaden the access and contents of residents'participation;Third,we need to cultivate volunteer teams and non-governmental organizations in the community;Fourth,we should build an environment for residents' participation and raise community funds through multiple channels.
