The report of the 20 th National Congress of the Communist Party of China made the important conclusion that the most arduous and onerous task of building a modern socialist country in an all-round way is still in the countryside.As the staff who directly contact the government and the people,the township civil servants bear the important responsibility of closely connecting the government and the people,its work efficiency has the important influence to the implementation party and the government each policy,maintains the rural social development and the stability.How to encourage township civil servants to play an active role and take responsibility is an important topic in the construction of township civil servants,therefore,we should study the incentive problem of township civil servants and optimize the incentive mechanism constantly,it is of theoretical and practical significance to promote the construction of service-oriented government,enhance the government’s credibility,and fully implement the rural revitalization strategy.For a long time,because of the difficult and complicated work in villages and towns,the salary and treatment are generally low,and the promotion channel is narrow,etc.,has greatly affected the township government’s work efficiency.Based on Erich Fromm’s expectation theory,this paper studies the motivation of township civil servants in District Cthrough Literature Review,questionnaire survey,In-depth interviews and other research methods,this paper makes a thorough analysis on the present situation and existing problems of the motivation of township civil servants,it is found that there are three problems in C-area,which are poor transformation of effort and performance,poor correlation of performance and reward,and insufficient matching of reward and demand.Further analysis found that the reasons for the problems are the lack of personal efforts to transform the concept of performance,the backward mechanism of the transformation from performance to reward,and the rigid system of the transformation from reward to demand.Based on this,this paper puts forward that the government of District C should improve the incentive mechanism by improving the possibility of realizing the goal,the possibility of meeting the needs and the degree of meeting the needs,the concrete measures are: to set up the correct motivation idea,to optimize the performance evaluation system,to create a fair working environment,to build a scientific reward system,to guide the reasonable individual needs,and to practice the differentiated motivation model.
