At present,China’s economy is entering a building a moderately prosperous society in a critical period.In the whole system of government,township government is the most basic governmental organizations,civil servants and township directly facing the people, the face of the demands, the image of the government "spokesman". While, "survival" and "development" of the current township civil service has become increasingly prominent, especially in the incentive management issues need to improve and perfect.Motivation is the most important part of management activities, so the management of township civil service but also the whole key civil service management, it can mobilize the township civil service serving the people’s enthusiasm and creativity, to improve government efficiency and stimulate their enthusiasm and potential to have a significant guide.Therefore, to attract more talented people to the essential level, serving the grassroots, grassroots level has become an important topic of the current urgent that it need to resolve. In this paper, two-factor theory, for the presence of health and township civil service incentive problem, the corresponding solutions, in order to better play to the social role of township civil servant.Paper consists of four parts.The first part is introduction.
