Rules are the basis for effective governance of rural communities.Rural communities in each historical stage have different governance rules.The purpose of different governance rules in different historical stages is to achieve effective community governance and meet the needs of the people’s interests.Therefore,with the development of society,Rural community governance rules are also constantly evolving.Studying the changes in the governance rules of rural communities will help us grasp the regular characteristics of the changes in governance rules in the dynamics,improve the current rules of rural community governance,and even predict the direction of changes in governance rules,to achieve more effective governance in rural communities.What kind of governance rules are needed for effective governance of rural communities is the main issue we explore.From the perspective of the connotation and denotation of governance rules,governance rules not only include the content of governance rules themselves,but also who makes the governance rules,that is,the main body of the governance rules,and even the functions that the governance rules will play.This article explores and analyzes the governance rules of rural communities in the 70 years since the founding of New China from the perspective of institutional changes.It takes the beginning of the founding of New China to the period of reform and opening up,the reform and opening up to the beginning of the 21 st century,and the rules of governance of rural communities since the 21 st century.I have studied the three types of changes in the types and characteristics of governance,the formulation of governance rules,and the changes in the functions of governance rules,and found that China ’s governance rules have continuously transitioned from “single state law” to “diversified governance rules”;The transition from "state-based formulation" to "multiple subject common formulation";development from strengthening "basic government stability" to strengthening "cooperative governance".And it is extracted that the change of the governance rules of rural communities is a cooperative institutional change model.The motivations of the changes mainly include the national staged governance goals,changes in the rural social environment,and the behavioral motivation of rational economic people in pursuit of maximizing benefits.The characteristics of the changes in governance rules,That is,from the state formulation to the multiple subject negotiation formulation,from the state construction to the combination of the state construction and the rural internal creation,from the restraint to the liberation of the people;the internal mechanism of the change of governance rules,that is,the dynamic balance between supply and demand of rules in elasticity and tension.Through an overall analysis of the changes in thegovernance rules of rural communities in the 70 years since the founding of New China,it is found that the inherent nature of the changes in the governance rules of rural communities is the liberation or restraint of the free development of rural community residents.In order to achieve effective governance of rural communities in the new era,its governance rules must meet the new requirements of rural community governance in the new era,that is,the combination of formal and informal rules,the integration of national formal law and folk law,and the diversity and flexibility of governance rules based on the rule of law.In fact,rural communities in each historical stage have their own corresponding governance rules.There is no fixed optimal governance rule,because the governance rules are always evolving and changing,the survival of the fittest,but with the development of the age,the governance rules It can protect people’s freedom and meet their needs,and is getting closer to the realization of the goal of good governance.
