Research On The Change Of Community Public Affairs Governance Model And Its Path Dependence

The governance of community public affairs is the foundation of social governance,and the changes in public policies have changed the implementation of public affairs governance in many communities.However,in the process of changes in the governance of public affairs in these communities,communities have a strong path dependence on the implementation of new public policies,and the performance of path dependence in different communities is also different.Some communities continue their existing work models,while others The original working mode has been optimized to a certain extent.On July 1,2019,Shanghai began to enforce "whole-process waste classification",but after a period of implementation,most urban communities in Shanghai still choose the existing governance model of waste classification management,that is,government incentives or professional organization guidance.,And the governance level of community public affairs has also been continuously improved.In this regard,this article takes the changes in the "garbage classification management model" of several communities in Shanghai B Street as an example to conduct an in-depth analysis of the changes in the governance of community public affairs.This article first analyzes the history of waste sorting management in my country and the changes in the system of waste sorting management in Shanghai;secondly,from the four levels of community governance body,governance methods,governance objects and community resources,it summarizes two types of community waste sorting governance models: government incentives It is pointed out that under the unified system implementation of the two governance models on July 1,2019,community managers still choose the original governance model: the government incentive model is still a top-down single-centered governance model.Policy implementation;professional organization guidance is still the collaborative governance of multiple subjects such as community managers,professional social organizations,and volunteers in the community.Both models have obvious path-dependence characteristics;further explore the reasons for the path-dependence phenomenon in the process of community public affairs governance from three aspects: the initial conditions of the community,the resistance of community managers and the low-cost incentives of policy implementation.Finally,the study found that with the promotion of mandatory policies,the changes in the governance model of community public affairs rely heavily on the original traditional management model of the community,and the thinking inertia of community managers is stronger.Therefore,in the process of implementing community public affairs governance The appearance of path dependence is the result of the comparison of the power of the governance bodies in the community and a series of games;the low-cost inducement of policy implementation is the main reason for the path dependence phenomenon in the change of the community public affairs governance model;the community public affairs governance model One of the major advantages of following the law of path dependence can enable community workers to quickly and correctly make choices about the governance model of community public affairs.
