A Study On The Changes Of Rural Community Governance System In The Forty Years Of Reform And Opening Up

Rural community governance system is the basis for orderly operation and effective governance of rural communities.Rural communities at each historical stage have different governance systems.Therefore,with the changes of social development,rural community governance system is also developing and changing constantly.The study on the change of rural community governance system helps us to grasp the law characteristics of the change of the governance system in the dynamic,improve the current rural community governance system and even predict the direction of the change of the governance system,so as to achieve more effective governance of rural communities.The purpose of this study is to study the type of institutional change process of rural community governance system in the past 40 years of reform and opening up.Through analyzing related concepts in the rural community governance system,Combined with the existing research on rural community governance system,on the basis of the reality of rural communities since the reform and opening up,this paper constructs the investigation dimensions of rural community governance system since the reform and opening up,including leading system,management system and service system with autonomous system in four dimensions.Explore from the perspective of institutional change,this paper analysed forty years of reform and opening up to the changes of the rural community governance system,the reform and opening up for 40 years the change of the rural community governance system including the period of the villager autonomy and community governance,two stages,from leading system,management system and service system with autonomous system four aspects of the rural community governance system since the reform and opening up two stages of the appearance to conduct a comprehensive display,in the change of primary party integration ability constantly improve,emphasis on social power relationship between decentralization to form work situation,pay attention to strengthen service implemented on governance social change characteristics of effective governance.In the practice of party construction of modern government extended requirements,governance efficiency increasing demand for the construction of efficient management system,the new social forces involved in space to seek system implementation and development,the rational economic man pursue interests security interests maximization of open system construction is to promote rural community governance system of the change of the four power;The party organization's strategic adjustment based on the change of social structure development,the country's internal adjustment to the relationship between the state and the society based on the rapid social development,and the governance reform demand proposed by the emerging forces in social development are the internal mechanism of the governance system change in rural communities.In the rural community governance system change the external appearance and internal logic and analysis,on the basis of extracting rural community governance system change since the reform and opening up is a kind of collaborative system change mode,cooperative mode of institutional change are the connotation and features of the institutional change of rural community governance system,however,the current rural community governance system cooperative institutional change there is also the main part of administrative power is still in a strong cooperation,the state and the lack of coordination mechanism in the process of social cooperation,unclear division of duties and responsibilities in the process of cooperation relationship does not match the shortage of the three aspects;To realize the effective governance of rural communities in the new era requires a new contemporary rural community governance system,which needs to show the appearance of the new era in power relations,subject relations,power and responsibility distribution and mechanism guarantee.Actually each historical stage of the rural community has its appropriate governance system,no static optimal governance system,the knack for rural community governance system is a historical category,is in constant change and transformation,only by constantly followed steps for timing the development of times,in order to meet the requirements for rural community governance,and effective implementation management.
