This research analyzes the process of India's participation in the international governance of cyberspace.It has shown a parallel advancement of the government and civil society.The government actively participates in the ICANN mechanism,negotiates with the United States on key Internet resource management issues,and participates in the World Summit on the Information Society,working with countries around the world to promote the establishment of a consensus on global governance in cyberspace,and promotes the two agendas of "narrowing the digital divide" and "enhancing cooperation" to safeguard its own interests and the interests of developing countries in the governance of cyberspace in Internet Governance Forum established by WSIS.India also promotes international governance of cyberspace with the United States,Southeast Asian countries,African countries and Latin American countries through bilateral and multilateral cooperation among governments,so as to promote its own capacity building and improve its voice and position in international governance of cyberspace,and promote the status of developing countries in the process of global governance of cyberspace.Indian civil society also plays an important role in promoting India's participation in international governance of cyberspace.This study takes “IT for Change”for example to analyze Indian civil society's role in the process of international governance of cyberspace.This paper holds that India's participation in the international governance of cyberspace is influenced by domestic and external factors.Complex social environment and U.S hegemony in the cyberspace forces India to stress the importance of the management of cyberspace.But for Modi administration's pro-American policy for international status and aid to promoting its cyber security capacity and due to the need to develop information industry,India's stand in cyberspace governance turns to multi-stakeholder model supported by U.S,but it should be noted that from the beginning to the end,India's stand of the digital dividenarrowing and improving the status of developing countries in international governance of cyberspace are unchanged.
