Research On The Coordination Mechanism Of Rural Community Governance Under Stakeholders Participating

Rural community as the product of social and economic development, as well as one of the important achievement of our rural grass-roots social governance innovation. As a new living community,the rural community enable rural resources to effectively integrate gradually realize rural infrastructure urbanization,life service community,life style urbanization,residents' income diversification,narrowing gap between urban and rural areas,promoting the agricultural modernization but also the coordinated development between urban and rural areas. With the continuous development of rural community, rural communities has more and more influence to its stakeholders, stakeholders of community governance have the characteristic such as diversity and interest demand multiplicity,different interest demands are the potential threat to the harmonious stability of rural communities,therefore,there is need correctly handle the relationship between each related interest subjects during the rural community governance,establish a coordination mechanism to coordinate the conflicts of interests among different stakeholders,continuously improve the governance level and governance capacity of rural communities.The construction of interests coordination mechanism of rural community governance has a positive practical significance,playing a positive promoting role in maintaining the harmonious and stable of the rural community and promoting the community economic society orderly development.Literature research method, case analysis method and comparative study method used i n this thesis, first clear the definition of “rural community”, “community governance” and “c oordination mechanism” and “community governance stakeholders” and other key words,an d then based on the theory of "multi center governance", social conflict and “Stakeholder Th eory” constructs the logical framework of this thesis.next taking the Peng Dun community of Hubei Zhongxiang as an example,analyzed the stakeholders of community governance and s ummed up the experience of ”Peng Dun pattern”,And from the community governance stake holder diversity, stakeholder interests demands multiplicity and rural community developme nt needs three perspectives explain the practical need of community governance interests coo rdination mechanism construction.Finally,based on the above analysis,proposing should fro m perfecting the multi subject cooperation mechanism, opening the interests expression mec hanism,establishing and improving the system guarantee mechanism, carrying out the co-con struction and sharing governance mechanism, strengthening community culture guidance me chanism five aspects perfecting the interests coordination mechanism of rural community go vernance,then promoting the "orderly-community", "unimpeded-community", "law-ruled co mmunity", "fair-community" and "harmonious-community" completed.
