Study On The Subject Of Contradiction And Coordination In The Urban Community Governance Structure

Marx and Engels make it clear that “community of free individuals” is the communists’goal in The Communist Manifesto. The “community of free individuals” also could be translatedas “free community”. The community is a highly self-governing of communism society masscommonwealth.Community construction makes the “unit person” who is administrated by the country inthe process of up-down become social autonomy and self-governing “social person”, and letseveryone return to society and achieve social autonomy. However, community construction isdeduced simply that the focus of government management shifts from units to communities inreality. Then governmental control on social life has changed simply from using units asintermediary to basing on community. Recently, the system of socialist market economic hasbecome China’s basic economic system, the people’s material standard of living and the ability toreceive information have also been greatly improved. The people is no longer subjected to becontrolled in the planned economy era. Instead,they have their own minds and are new urbanresidents who desire to manage urban communities by themselves. Given these backgrounds,“the system of social governance innovation” is put forward in the decisions of comprehensivelydeepen reforms in the Third Plenary Session of the18th Central Committee of the CommunistParty of China. On the one hand, the theory of innovation and social management system has been greatly improved, on the other hand, replacing management with government has stood for thechange of Party and state’s ruling concept. However, there are many constraints which severelyrestricted the harmonious and stable operation of urban communities in the current process ofurban community governance, including our government departments’ conceptual factors (don’tpay enough attention to the basic power management requirements of the urban communitypeople)and our government departments’ institutional factors (official rank standard built in thelong planned economy period).It embodies in the conflicts between the relevant grass-rootsgovernment departments and city community residents committee. According to the relativeregulations of the Neighborhood Committee Organization Law constituted in our country,grass-roots government departments and city community residents committee are two independentmanagement departments. However,without paying adequate attentions to the basic rights andobligations of city community residents committee, subdistrict office often assigns citycommunity residents committee some missions directly and treat it as subordinate departmentabsolutely. These show that government departments haven’t pay adequate attentions to the basicself-governing of city communities and the basic rights of the people lived in city communities inthe social management process of our country. It is the root of structural conflicts appeared in citycommunities governance.The main structure of the city community in our society is realized by joint of the stateand society. With the reforming and opening-up policy, China has entered the period of reform intough time and economic transition period. In this historical stage,it is easier to appear conflictincidents and problems during the process of governance in urban community than ever. In viewof this situation, this article from the perspective of Marx’s theory about the relationship betweenthe state and society, explains the reason of conflict between the main bodies in the citycommunity governance structures. Furthermore, according to the principle of change of citycommunity governance model, we discuss how to resolve the conflict between them.Based on the research of conflict and coordination between the subjects of citycommunity governance structure, we can find sufficiently how to realize the harmoniouscoexistence of the government departments and social public during the period of the socialmarket economy transition, maintain the social dynamic stability and research the subject ofcommunity structure and composition of our country’s city. By the static and dynamic analysis tothe community structure in our country city, we can not only know clearly the roots of specificstructural conflict in our country city community, but also help the city community managementto take targeted management means to solve these problems to ensure social harmony andstability.
