Research On The Predicament Of Social Work Involved In Youth Community Correction

Since the development of community correction system in China,great achievements have been made in the prevention of crime and the rescue of criminals,especially the young people involved in crime.However,there are many institutional defects in community correction.To this end,the national judicial system has begun to introduce social work,especially among young people involved in crime.However,due to the new nature of social work,there are also many problems in the specific implementation process.Taking ZXD social service center in District J of City Z as an example,this paper uses qualitative research methods of interview and observation to make a specific study on the dilemma of social work involved in youth community correction.The research found that in the process of social work involved in youth community correction,we encountered the following difficulties: vague responsibilities of social workers,low correction efficiency,large workload of community correction,family resistance to correction work,difficult to contact with peer groups,community uncooperative correction work,etc.The reason for these difficulties is that the legal system construction lags behind,the management system is not smooth,the government purchase service investment is insufficient,the government management department is strong and the social organization's own development ability is weak,the traditional concept is bound,the correction team's overall quality is low and so on.The most fundamental cause of these reasons is the imperfect relationship between the state and society.Based on the consideration of the relationship between the state and the society,this paper holds that in order to solve the dilemma of social work's involvement in the community correction of young people,the following work must be done well: the state should make clear the legal status and responsibilities of social work in the community correction,establish the mechanism of division and cooperation between social workers and administrative staff in the community correction,promote the introduction of social workers in the community correction and the mechanism of effectiveness evaluation To build and improve the wage and treatment guarantee level of community correction social workers.In the social aspect,we should build and strengthen the social support system of community correction social work,actively change the concept of penalty of community residents and accept the community correction objects,and improve the performance appraisal mechanism and incentive system of social work institutions.Although this paper attempts to explore the dilemma of social work intervention in youth community correction from the perspective of the relationship between the state and society,due to certain defects in the representativeness of the samples,the generalization of the conclusions needs further discussion.
