Research On The Effectiveness Of The Reform Of The National Supervisory System Since The 18th National Congress Of The Communist Party Of China

Since the founding of the Communist Party of China,the supervision system of the party and the state has changed and developed several times.Although great achievements have been made in a certain period of time,in the long run,the situation of corruption has not been effectively contained and the anti-corruption situation is not optimistic.In this context,the reform of the national supervision system was launched again.The adoption of the supervision law in March 2018 marks the initial realization of the reform goal of comprehensive coverage,centralized unification,authority and efficiency and the reform begins to enter the stage of comprehensive deepening.By examining the existing reform achievements and the actual operation of the supervisory departments after the reform,it is not difficult to find that while the reform of the national supervisory system has achieved significant results,the problems such as the lack of detailed rules of the supervisory system,the connection between the law and the system,the protection of human rights,and the supervision of the supervisory power still need to be further studied and solved.In the first period of the reform,reformers pay attention to political consciousness and effective results on the basic of the currect state situation.To move on,reform ought to stick to the path of obeying the law and anti-corruption and need improving supervison system.Moreover,the reform need to change strategies and balance effects and results.As a result,officers don’t dare to corrupt.And then they cannot and don’t want to corrupt.In the end,long-term reasonable supervision system will be set up which is exactly the thought for reformers to have when the reform of national supervision system enters a deepening period in an all-round way.This paper takes the research on the effectiveness of the reform of the national supervision system since the 18 th National Congress as the topic and always focus on problem consciousness from finding problems to analyzing problems and tries to explore the path and method to solve the problems.In addition to the introduction and conclusion,the text is divided into four parts:First of all,this paper reviews the change and development of the supervision system of the party and the state under the leadership of the party since the founding of the Communist Party of China.This paper discusses disadvantages of the multi supervision system mode before the new round of national supervision system reform.It analyzes the motivation of the reform and summarizes the reform path and significance of the current national supervision system reform.Secondly,combined with the current achievements of the reform,from the construction of the supervision system,the operation of the supervision departments,the level of specialization of supervision work and other aspects,it analyzes and summarizes the effectiveness of the reform of the national supervision system.Thirdly,on the basis of the analysis of the effectiveness of the reform,we find out the potential problems that hinder the new supervision system.Last but not the least,from the long-term perspective of improving and developing the socialist system with Chinese characteristics,promoting the modernization of national governance system and governance capacity,it tries to explore the next step of comprehensively deepening the reform path and reform mode in the reform stage of national supervision system.
