Research On The Responsibility Of The Grassroots Government In The Creation Of Characteristic Towns

After China's economic development has entered a new normal stage,urbanization and expanding domestic demand are important measures to achieve further economic growth.The concept of a characteristic town was first proposed in Zhejiang Province in 2014 and was effectively explored in combination with local realities,which proved to be an effective and innovative comprehensive economic model.Under the premise of adhering to the five development concepts,the state and local governments have issued a series of relevant policies and documents to help the creation of characteristic towns.The characteristic towns have become an important carrier of China's economic transformation and new-type urbanization construction.As a new economic growth point,a series of "fragmentation" problems have also emerged in the creation of characteristic towns,which have put forward new requirements for local governments,especially grass-roots governments,to perform their duties well.Based on the above research background,and from the perspective of holistic governance,the issue of grass-roots government responsibility research in the establishment of characteristic towns was raised.Starting from the connotation of characteristic towns,it illustrates the significance of creating characteristic towns for new-type urbanization and rural revitalization.At the same time,it describes the evolution of grass-roots government responsibilities and identifies their roles and responsibilities in creating characteristic towns.This article takes the osmanthus town in Fujian Province,as an example.Description problem of creating process and its causes,and guided by the theory of holistic governance,it proposes a targeted optimization path for the good performance of grassroots governments in the process of creating characteristic towns: comprehensively using legal,financial,information technology and other means to do top-level design planning for characteristic towns;build a trust mechanism from the subjective consciousness of the grassroots government itself,local residents,businesses and other subjects to integrate the multiple governance forces;adhere to the characteristic cultural industry,inherit and promote local excellent culture,to improve the recognition and depth of characteristic towns;realize the fine-grained supervision of the entire process of characteristic towns from the creation mode,the establishment of independent supervision institutions and the exit mechanism.
