Along with the development of globalization,international communication channels to expand,mobility barriers gradually opened,in the face of the import demands of foreign talents increased year by year,the management of foreigners working in China is one of public management problems,which is widely concerned in recent years.And as the group growing,the problem became universal and enlarge gradually,which caused the attention of our government and related departments.On December 30,2015,the state council checked and formally replied human resources and social security ministry and state administration of foreign experts affairs,agreed to combine "entry and employment license" and "foreign experts work permit in China" into "foreigners work permit".The state administration of foreign experts' affairs is responsible for the whole work,combined with the actual reference implementation of local government.Since then,the pilot work has been carried out in 10 regions including Beijing and Tianjin on November 1,2016.Under the deployment of the state and provincial and municipal administrations of foreign experts' affairs,the "work permit for foreigners to come to China" system was implemented nationwide.After more than two years of running in and testing,the work management system for foreigners in China has become more and more mature in practical application,but it is also facing new problems and challenges.This paper expounds the background of the work management system for foreigners in China,including the reform and development process of the work management system for foreigners in China,and closely combines the theory of public management to systematically divide the work management process for foreigners in China into three stages: input,management and exit.citing Smith to studies the policy implementation process model.Three stages,four variables,simple,clear,and easy to operate,so this paper proposed problems,analysis of causes,and Suggestions to improve the implementation of the policy are based on the policy itself,the subject of implementation,the target group,and the environment for induction,summary and analysis.At present,China is still in the period of promoting the work permit system for foreigners to come to China.In this paper,the actual cases in the process of carrying out work under the current system are combined with theoretical study and framework model to carry out a specific discussion.Put forward the existing and foreseeable related problems in the implementation of the policy in a more timely manner,analyze the causes of the problems from multiple perspectives,and put forward the idealized policy: to combine the needs of the development of The Times and the new type of employment relationship,enrich the policy guidance of other situations;We should legislate for the work of foreigners in China and ensure that there are laws to follow.On the subject of implementation: to improve the information sharing of foreigners' work management in China;Strengthening the construction of window departments;We will put in place a multi-departmental oversight system.From the perspective of target groups: mutual understanding and understanding of differences;To strengthen the language and professional competence of the staff;To strengthen the study of the application process and policies;To strengthen the authenticity and accuracy of the application materials.Finally,from the environmental aspect: China needs a more open foreign talent recruitment environment.It is necessary to open the recruitment of professional talents of various industries and types;We should also provide a fairer and safer working and living environment for foreign talents.
