At present,China ia building a moderately prosperous society and accelerating socialist modernization important sage.Vocational education has entered a mode of innovation,and accelerate the development of the historical period.The industrial restructuring and modernization of agriculture and other new situation give the development of vocational education new tasks and requirements.Vocational and technical education as the education system and modernization of the important constituent,it undertake the training,training the first line of high_quality production and service workers and utility personnel responsibilities.It face new opportunities and challenges.In order to meet the challenges and seize the opportunities,the Chinese government put forward the "technology and education" of the strstegic decision and chose to develop education,reform school system,form the national school-based,community participation and multi-form mode of education policy.This paper argues that with the de’velopment of market economy and moderization advancement speeding up in China.The vocational education play a more prominent role in solving the labor force and improvement of the quality of human resources.Therefore,vocational education study on the development of strategic economic and social development can not noly meet the needs of the development of human resources,but also the national vocational education system to promote innovation and industry department in charge to play the role of vocational education.Make it better promote the sustained,health and fast development.Inner Mongolia Sanitaion vocational school as a new professional education school in the process,and always adhere to the "market-oriented,professional as a leader,faculty development as fundamental,the quality of education as the core,a student-centered,training ability as the standard,create a key、the brand、the characteristic,and top-ranking as the goal of managerial guiding ideology.They forge ahead,innovates unceasingly the characteristic of a school,make them more adopt to economic society and people demand.This study is mainly on vocational education’s concept、characteristics and functions.Based on human capital theory、economics、pedagogy theory and combined with the actual situation of vocational education development,using integrating theory with practice in vocational education method of the present situation and the problems that exist in the thorough analysis,drawing lessons from domestic and international professional education development and fully absorb the successful experience of existing research results,for vacational education do insufficiency,overall and deep scientific discussion.It put forward the strategic development of vocational and technical education goals and measures.So as to provide basis for Inner Mongolia Sanitation school’s development decision and planning,but also supply the reference to Inner Mongolia Sanitation school to determine the direction of development.
