At the end of last century, with the rapid development of China's social economy, politics and culture, the Central Committee of the Communist Party of China and the State Council proposed to "deepen the reform of education and promote quality education in an all-round way".The purpose of the new curriculum reform is to build a basic education curriculum system which meets the requirements of quality education in twenty-first Century. This has been put forward in the history of our country. The new trend of thought, which is most consistent with the contemporary situation, has played an unprecedented role in the new education curriculum in our country. As for the physical education curriculum, the implementation of the new curriculum reform has impacted the guiding ideology of the traditional physical education course, while the modern PE course is to adhere to the guiding ideology of "the health first".The new curriculum is based on physical education and health course. It mainly teaches the knowledge of physical education courses and promotes the all-round and healthy development of students. As part of the people's teachers, the physical education teachers' professional ability is a hard index which directly affects the teaching effect and quality. After several years of national curriculum reform, the reform of physical education curriculum has been deepening. With the deepening of the new curriculum reform, the government, the school and the society have all the major and middle school sports. The teachers have put forward ne w and higher requirements. In addition,as a physical education teacher at the new era,the development of vocational skills alone is not enough. We must re-examine the occupation of physical education teachers.Physical education teachers need to change their roles from "craftsman" to "expert type".Therefore,to upgrade the professional level of PE teachers becomes an inevitable requirement for the implementation of the new curriculum reform.Continuously improving the professional level and professional competence of PE teachers has become an important issue for modern PE teachers.Based on the abo ve background, using the methods of literature review, questionnaire survey, expert interviews, mathematical statistics and logical analysis, this paper analyzes the survey results of nearly 200 PE teachers and 30 managers in primary and secondary schools in Boshan District of Zibo City. Conclusions are as follows:1.In understanding teachers' professional abilities, most PE teachers in Boshan District think that teachers' professional abilities are in urgent need of development, but they do not know enough about teachers' professional abilities and are only passively accept this small-scale development. They settle in the status quo and fail to grasp the initiative of the development of teachers' professional abilities.2.In the purpose of the development of teachers' professional competence, most PE teachers in Boshan District think that the purpose of participating in t he development of teachers' professional abilities is to consolidate the knowledge and ability of updating professional disciplines so as to complete the physical education teaching better. Most PE teachers do not understand the meaning of the new curriculum reform and do not fully recognize the important role of physical education teachers as leaders of physical education and teaching in the new era.3.Most of the PE teachers think that the development and improvement of professional knowledge and skills are urgently needed. And the most important thing that the PE teachers in Boshan District think is to develop and improve it.However, the administrators of the school think that attitude determines the quality of education and teaching of teachers.4.In the original ways and means of professional development of teachers,PE teachers mainly observe and discuss through participating in various teaching and research activities, and their point of attention is their own development needs. This point is consis tent with the view of school administrators and PE teachers. In the organizational sector and form of professional development of teachers, both physical education teachers and school administrators are organized through schools and educational authorities.Physical education teachers think that the most effective organizational form for developing the professional abilities of physical education teachers is using collective learning and group work to meet the different needs of different physical education teachers. This learning mode is more targeted and can effectively help each participating physical education teachers to achieve development goals. However, due to the lack of communication between the organizational department of Boshan District and the school physical education teachers, the organizational form is relatively simple and cannot meet the needs of all teachers.5.PE teachers took the most important part in their professional ability development activities in the past. They learned the latest curricular and educational activities, changed the old concepts of education, and created new views on PE teachers' occupations.6.Among many factors that affect the development of PE teachers' professional abilities,PE teachers think that school leaders' support, school funds and teachers' own professional development awareness are the main reasons that affect the development of professional competence. However, school administrators think that it is teachers' own professional development awareness and teachers' schedule that affects the development of professional ability. The difference in understanding is the professional obstacle to solve the problem in professional ability development of PE teachers, which urgently needs to be solved.
