With the implementation of the new curriculum standard, a teacher’sprofessional quality play a more and more vital role in teaching processes aswell as in the promotion of the elementary education curriculum reforms. Thus,the importance of the developing the teachers’ professional qualities cut afigure nowadays. This survey mainly focus on physical education teachers ofprimary schools in Jinan and systematically analyze the professional qualities,knowledge qualities along with Competencies of these teachers with the help ofthe literature material law, mathematical statistic method and other methodsof educational research.The statistics shows that PE teachers in Jinan primary schools have rationalstructure in several aspects such as gender and education background. However,the extending of the new curriculum standard is quite a serious challenge tothe teachers in this survey. Thanks to the teachers’ sound professional qualities,most teachers adapt to the requirement of the new curriculum well by enhancingpersonal competitiveness. This survey also find out that teachers’ professionalPE knowledge, personal developing quality and the advance of educational theory level various from the educational background. Teachers who owns Graduate degreequalification perform much better than the colleagues just have bachelor degreein above-mentioned areas. Nevertheless, such differences are eliminated whenreferring to educational research which is relatively weak. Furthermore, thesurvey indicates that gender almost has no influence in all aspects mentionedbefore.As Buckets effect reveals, the capacity of a bucket depends on the shortestboard. The primary schools PE teachers’ personal developing quality shortageshould be a eye-catched focus. For this reason, totally quality developmentshould be by virtue of the boost of teachers’ research ability and the thrivingof theoretical level. Thus lay a solid foundation for completing education taskand improving teaching quality. To push the cultivation of the PE teachers inprimary school along, educational theoretical level, teaching ability andspecialized knowledge training are necessary as well as physical educationalprofessional skills so that ratio imbalance could be avoided carefully. Thecultivation of teachers is the most fatal question for the enterprise of physicaleducation and the conveyance of reserve talents for sports undertakings.The survey result not only illustrated plentiful aspects of specified quality of PE teachers in Jinan primary schools, but also provided a referencefor education department to find the key and difficult points of educationalreform. Furthermore, this survey is of great significance for both teaching staffquality of Jinan primary schools’ PE teachers and the setting of trainingprogram.
