In the 21st century the demand for talented individuals has changed dramatically. The teacher-centered teaching model has not been able to meet the requirements of this new era for students. The Framework for 21st Century Skills and Core Literacy has placed new demands on students.Reading courses will be at the core of the Framework’s curriculum. The Progress in International Reading Literacy Study(PIRLS)states that "reading literacy is the most important skill that students should master in primary school." Reading literacy is an important support of Chinese language core literacy. It is the important foundation of individual learning ability, personal accomplishment and lifelong learning. In 1972,UNESCO proposed moving towards a"reading society",and in 2014,Premier Li Keqiang advocated the promotion of"universal reading".This shows the importance of reading literacy. The cultivation of literacy requires the use of scientific methods and teaching models that advance with the times.Project-based learning is a typical student-centered constructivist learning model, which is gradually becoming better known and more widely applied by people over the course of time.Project-based learning is based on the curriculum core and aims to develop the students’ comprehensive ability. We found that it is difficult to carry out project-based learning in the core discipline of K-12 education due to the strict examination requirements of the Education Bureau, the high level of pressure on teachers, the lack of teaching resources, the limited space for students’ exploration activities and the heavy workload placed on teachers and students alike. In this study, the advantages of comprehensive education technology and traditional classroom teaching are explored utilizing both constructivist and discovery learning theory to help design a project-based learning model suitable for a blended learning environment. The project-based learning model is designed to work with fifth grade Chinese language learning content. This research model is used to verify the impact of project-based learning on students’ reading literacy. On the theoretical level, this study provides design examples to aid in the implementing of project-based learning in a blended learning environment. On the practical level, this research can provide practical guidance for teachers to carry out project-based learning within the blended learning environment for K-12 education, such as the project-based learning development process. This study has undergone four stages, literature research, model construction,quasi-experimental research and impact analysis. In the literature research stage, the author, through careful study and analysis of related studies on project-based learning at home and abroad, summarized the current status of theoretical and practical research on project-based learning, and clarified the connection between project-based learning and reading literacy. In the model construction stage, the author constructed the elementary school Chinese project learning model under the blended learning environment, based on constructivist and discovery learning theory, and defined the project learning process according to the commonly used steps of project-based learning. In the quasi-experimental research stage, the author took the Da Yanta primary school fifth grade students as the research objects.Utilizing the elementary school textbook BNU edition and unit 10 of the fifth grade Chinese language study book, the author designed the project-based learning for the blended learning environment. In the Da Yanta Primary School fifth grade,Class A participated in project-based learning and Class B had a traditional classroom. In the impact analysis stage, the impact of project-based learning on the reading literacy of class A students was analyzed making use of the data collected in the quasi-experimental research stage, and the effectiveness of the project-based learning model under the blended learning environment was verified. In this study, the effects of project-based learning on students’ reading literacy in a blended learning environment were studied in three dimensions:reading behavior and attitude, reading test scores, and reading comprehension of different articles read for different purposes. The results show that project-based learning in a blended learning environment has a positive impact on reading behavior and attitude, reading test scores, and reading comprehension of different articles read for different purposes.
