Talent is the strategic resource to realize national rejuvenation and win the initiative of international competition.In the new era of economic globalization,talent,as the most important first resource to support the development of the world today,has been paid more and more attention to various countries and regions.Whether it is the countries of the world or the regions and cities in the country,the competition for talents is becoming increasingly fierce and intense."The person who gets the talent gets the future",that is,who occupies the first opportunity in the talent work,who obtains the core competitiveness of innovation and development.The formulation of a large number of talent introduction policies has provided strong financial support for talents introduction,training and utilization,and has also created a more and more perfect talent development environment.However,with the increasingly fierce competition for talents,there has been a wave of "championship" talent introduction of policies and funds in various places with different degrees.The number of selected talents has been regarded as a promotion of political achievements,which has resulted in a vicious competition of blindly attracting talents.It has also led some talents to declare talent plans everywhere in all parts of the country and repeatedly enjoy talent policies,resulting in a great waste of public resources.The policy of introducing talents in some regions is aimed at "attracting people" and lacks attention to the implementation and implementation of the policy,so there are some deficiencies in the policy's tracking and management.Therefore,how to better play the leading role in policy,saving administrative costs,and improving the success rate of entrepreneurial and innovative projects,is an important topic to be studied and explored in all regions.This paper regards the tracking management of talent introduction policy in district and county as research contents.On the basis of learning the related theories of public policy implementation,evaluation etc.,this paper makes use of Smith process model,Meade and Home system model to analyze the policy implementation.Combined with the reality of talent introduction policy,this paper summarizes and refines the four dimensions of the implementation of talent introduction policy,the introduction of talent tracking management,the effectiveness of policy implementation,policy tracking and talent service.Based on the analysis of the current situation and effectiveness of tracking management of the talent introduction policy in Jiangning District,the evaluation model of tracking management of the talent introduction policy is constructed by using the four dimensions of the tracking management.Then it analyzes and finds out the existing problems and causes of the current tracking management,and puts forward the countermeasures and suggestions of optimizing the tracking management of talent introduction policy by drawing lessons from the experience of the tracking management of talent introduction policy in developed areas in China.Try to find out a more scientific,reasonable and effective solution to tracking management,in order to provide a reference for the current development of the tracking management of talent introduction policy in all parts of the country.
