As industry transfer and upgrade and enterprises recruitment needs are increasing under the globalization,it requires great attention on the problem of employment in China.Policy makers justify talent introduction policies have positive impacts.The research would like to assess the labor market impacts of the talent introduction policies used by the Government of A county.The policies are successful at increasing the talent employment.I conclude that policies should be promoted for the sake of promote better operation in talent employment.The pattern of school-enterprise cooperation is the effective way of developing vocational education and training applied-type skilled talents.Publicize the development status and policies for talents,attracting more excellent talents to work in A county.The country put more efforts into talent introduction and committed to developing talent by introducing favorable tax policies and providing financial support.We also improved the policies on charges and fees and on guaranteed small loans to encourage business startups in order to expand employment and encourage excellent talents to come to undertake business and invest.Based on the theory of innovation,human resources and public policy,this article will give some analysis using the theory of policy and management.There are still many aspects need to be revised in the process of establishing policies and putting into practice.
