Research On The Service Performance Evaluation Of University Entrepreneurship Incubation Base

In the 1980 s in China,Our country established the first technology business incubator.After the rapid development of 30 years of reform and opening-up,our country has shown its' power in the development of business incubators.University incubation base is a special service organization,relying on national science and technology business incubation system,providing the entrepreneurial environment,hardware security,entrepreneurship,professional and technical training and counseling services.In addition,university incubation base also provides investment and financing of public platform for college student entrepreneur.Concentrating the resource of colleges and universities,university incubation base cultivates college students' pioneering consciousness and ability,training and reserve a large number of college students' innovative entrepreneurial talent.The incubation base of colleges and universities plays an active role in cultivating innovative entrepreneurial talents,increasing local employment,transforming industrial structure and promoting economic growth.However,the problems such as low service performance and administrative mode of business incubation base in colleges and universities restrict the development of themselves.Therefore,it is significant to evaluate the service performance of incubation base in colleges and universities.In addition,the study of business incubators in colleges and universities is more from the function orientation,development model and its operation mechanism,analyzing the construction of performance evaluation index system and mainly focused on qualitative analysis.Actually,the number of study about the service performance is relatively few from the perspective of empirical analysis.Based on the related theories and literature review,the study combing the theory of performance evaluation system analyzed internal and external factors which influencing business incubators services in colleges and universities.In reference to predecessors to the performance evaluation method and index of national science park and science and technology business incubator,the study combing the actual research situation of business incubators built the evaluation index system for university incubator bases.Besides,combing exploratory factor analysis method,the study optimized the index system.Based on the result,the study rejected the validity of bad.After getting relatively perfect index system,combining with field surveys of the incubator base,the study used data envelopment analysis to analyze the service performance of university incubator base.The study found that the service performance of university incubation base was better overall,but there were still 13 colleges and universities failing to pass performance appraisal,and 7 of them were effective in the weak DEA.This part of university incubator bases has input redundancy and insufficient output in different levels.The redundancy of input indicators are that number of high-quality management personnel,incubation base area,the number of entrepreneurial instructors and the college patents obtained.The lack of output indicators including the number of cooperation with colleges scientific research item,graduated research project(including students),the accumulated income of incubation enterprises in incubation base,absorbed employment.Based on the results of empirical research,the study put forward the countermeasure and suggestion to improve service performance from the university innovation service support system and business incubators operating mode two aspects of business incubators in colleges and universities.
