The ageing of Chinese society is showing a rapid upward trend.Under such circumstances,what is the state of aging of the labor structure and how should it respond?This article selects an entry point for aging workers to analyze the aging of the labor force structure,discusses the social factors behind the phenomenon of old-aged migrant workers,and analyzes the dilemmas and risks faced by the elderly migrant workers.At the same time,the international community was introduced to interpret the “social protection” policy and draw lessons from the social and labor protection of international organizations.It tried to establish a social protection policy system for the elderly migrant workers and put forward specific policies and measures for the elderly migrant workers in order to help the elderly migrant workers to properly deal with this dilemma and risk.At first,this article collates domestic research on the aging of labor force structure,analyzes the current status of related research in this field,and on this basis,it proposes the definition of the old-time working class.Then he reviewed the relevant literature on social protection at home and abroad,integrated the definition of social protection by the European Union,the International Labor Organization and the World Bank,and proposed the definition of social protection in this article.Secondly,the demographic characteristics of the elderly migrant workers in Beijing are described with the data of the dynamic monitoring data of the floating population of the National Health and Family Planning Commission.At the same time,based on the concept of the definition of the Beijing site interview data obtained under the definition of data analysis,to examine the social transformation in the context of the situation of the elderly migrant workers.The main manifestations are: Social support and economic capacity are weakening under the influence of the industrial economy and the transformation of the family network to the geopolitical network.Long,intense work is also constantly eroding their bodies.At the same time,the authoritative change brought about by the transformation of the family structure has caused it to lose absolute control over the family.This series of changes will make the elderly migrant workers in this group face more dilemmas and risks in the future.The individual's ability to reverse them is extremely limited,and therefore requires the intervention of national forces,that is,social protection.In the end,we reviewed the labor social protection policies of the three major international organizations: the European Union,the International Labor Organization,and the World Bank.We tried to construct a social protection policy system for the elderly migrant workers and proposed social protection policy recommendations for the elderly migrant workers.The purpose of this paper is that social protection policies as a national force to intervene in older workers are not viewed as a passive helper,but as an active individual,safeguarding their basic development rights.By means of policies,a good working environment,suitable jobs,and human capital are developed to achieve social fairness and justice and promote better social and economic development.
