With the advent of the era of knowledge economy,human resources play an increasingly important role in the development of a region.Excellent talents can create great value for regional economic development,and are the core elements and fundamental driving force for determining organizational and economic survival.How to acquire talents,retain talents,and use talents is the top priority for all regions in the 21 st century.Judging from the realistic conditions of Jinpu New District in Dalian,since the establishment of Jinpu New District,various indicators of social and economic development have made significant progress,and comprehensive strength has been significantly enhanced.This is inseparable from the contribution and contribution of knowledge-based talents in the region.At present,due to factors such as housing prices and employment competition,knowledge-based talents tend to shift from first-tier cities to second-and third-tier cities,which provides a good opportunity for development and talent resources for the development of Jinpu New District.However,Jinpu New District,like most of the Northeast,faces the problem of the loss of knowledge-based talents due to problems in the natural environment and the human environment,and needs to be improved.This paper studies the loss of knowledge-based talents in Jinpu New Area from the two aspects of genesis and countermeasures.The significance lies in the following:Firstly,it analyzes the basic laws and trends of knowledge-based brain drain in Jinpu New District,so as to curb the loss of knowledge-based talents in the region.Provide theoretical guidance,help Jinpu New District retain knowledge-based talents,reduce the level of brain drain,and enhance regional vitality and competitiveness;Second,combine the situation of Jinpu New District,from the perspective of government,enterprises and individuals,Public management policies and measures that specifically address the brain drain problem are of great significance for improving the public management capacity of the Jinpu New District Government.Under the guidance of such research background and significance,this paper has made the following conclusions on the study of knowledge-based brain drain in Jinpu New District:First of all,from the current situation of the loss of knowledge-based talents in Jinpu New District,Jinpu New District relies on the national development strategy of revitalizing the old industrial bases in Northeast China and the higher education resources of Dalian,forming a unique advantage to attract knowledge-based talents.The continuous improvement of talent strategy in public management practice also provides favorable conditions for attracting talents.At the same time,there are many unfavorable factors in the talent development environment of Jinpu New District,including the advantages in science and technology,the challenges from other regions,and the deep-rooted influence of traditional ideas in the Northeast.Lagging behind,the development of talent intermediary services in the social environment is low,and the overall salary level is low.The existence of these problems has led to the phenomenon of brain drain in Jinpu New District,which has caused the imbalance of talent structure in Jinpu New District,restricted the sustainable development of local economy,increased the overall human resource cost of enterprises,and reduced the competition of enterprises.Secondly,from the perspective of the cause of brain drain,the problem of knowledge-based brain drain in Jinpu New District has three factors:government level,enterprise level and individual level.From the perspective of the government,Jinpu New District's talent development and introduction policies are imperfect,the safeguard system is not perfect,the guidance system for talent mobility is inadequate,and there is no endogenous talent training mechanism.From the enterprise level,talent competition among enterprises the intensification of materialization,the lack of competitiveness of material incentives,and the backwardness of corporate culture construction have led to the loss of knowledge-based talents.From a personal perspective,the pursuit of knowledge-based talents for the development of individual careers and material gains is their choice to leave an important reason for the business.Finally,on the basis of the above research work,this paper proposes a public management strategy to solve the brain drain of Jinpu New District from the perspective of the overall thinking and government,enterprises and individuals.As a public affairs manager and a public policy maker,from the government level,the government needs to constantly improve the policy environment for talent development,improve the security system for talent development,establish a guiding system for talent mobility,and form an endogenous mechanism for talent training;From the perspective of the enterprise,the government needs to guide enterprises to strengthen the soft environment such as culture and improve the competitive salary system in terms of policy environment construction,so as to enhance the attractiveness of enterprises to knowledge-based talents;from the individual level,the government needs to be in the policy environment.In terms of construction,help knowledge-based talents to improve their career planning and give full play to the role of incentives,thereby reducing the abnormal flow of knowledge-based talents.
