Research On The Problem And Countermeasures Of Scientific And Technological Brain Drain In Dalian

Talent,as the first resource to promote social and economic development,is the key to achieve national rejuvenation and win the initiative in international competition.As the leader of the old industrial base in northeast China,Dalian takes the lead in realizing the revitalization of the old industrial base.The proposal of the 13 th Five-Year Plan has determined the basic route of transformation from traditional industries to emerging industries,and the economic development is moving towards the middle and high end development stage.The demand for scientific and technological talents is bound to increase year by year.However,although the talent policy issued by Dalian Municipal government has played a certain role in attracting and cultivating talents,the problem of scientific and technological brain drain in Dalian has been aggravated since 2015.The problem of scientific and technological brain drain affects the transformation and upgrading of Dalian to a certain extent and is not conducive to the completion of the goal of building Dalian into the pilot area of industrial structure optimization and the pilot area of economic and social development.This paper starts from the research on the development environment of Dalian scientific and technological talents,based on the hierarchy of needs theory and push-pull theory,using literature research method,statistical analysis method,questionnaire survey method and comparative analysis method and other methods to analyze the development environment of Dalian scientific and technological talents and the achievements of talent training.This paper discusses the problems and causes of brain drain in Dalian from four aspects of economic background,salary and welfare,talent training and talent policy,and puts forward some countermeasures and suggestions on optimizing salary,training local talents,strengthening talent management mechanism,establishing fair employment environment and optimizing talent policy.The paper tries to play a certain reference role in improving the working mechanism and implementation path of the construction of scientific and technological talents in Dalian.
