Compared with higher vocational colleges in developed countries in Europe and America, the education level of "double innovation" in most vocational colleges in China is relatively backward, and is still in the early stage.Through sorting out and analyzing a large number of domestic and foreign relevant literatures,it is not difficult to find that most of the "double-creation" education research in higher vocational colleges mainly focuses on one or two dimensions, lacking in-depth study on the three dimensions of politics, higher vocational colleges and enterprises. In addition, most of the research stayed at the top of the design ideas, lacking operational and instructive practical research.Based on a new perspective, this study applies the triple helix theory and synergy theory, constructs the "double-innovation" education synergy model of higher vocational Colleges in Dalian from the perspective of triple helix. At the same time,in order to make the study more realistic,in the course of the research, interviews are used to obtain expert opinions and questionnaires are used to to understand the opinions of students and teachers in higher vocational colleges.Through interviews with 20 entrepreneurs and 20 government functionaries, and questionnaires with 700 higher vocational college students and 300 higher vocational college leaders and teachers, the study understands the existing problems of "double innovation" education in higher vocational colleges.Through in-depth thinking, the study analyses the causes of the "double innovation" education problems in higher vocational colleges.Inspired by the triple helix theory and synergy theory, the study constructs a "double-innovation" education model in higher vocational colleges, and puts forward countermeasures to solve the current "double-innovation" education problems in higher vocational colleges. The study hopes to provide direction for education reform in higher vocational colleges through the tripartite linkage of government, higher vocational colleges and society.
