Since the new curriculum reform in 2001,local curriculum have been widely developed in all provinces of China.To a large extent,it satisfies the local adaptation problem of the course,enrich China's relatively single curriculum system,and open up a road for local economic and social development and students' individual development.The implementation of local curriculum is the main way to realize the value of local curriculum.However,from the perspective of the implementation status of the three-level curriculum,the implementation of local curriculum is lagging behind,and there are some problems in the specific implementation process,which affect the overall function of the three-level curriculum system in China.Shandong province is a big province of education.Based on the investigation and research on the implementation status of local curriculum in primary schools in shandong province,it can not only deeply understand the problems existing in the implementation of local curriculum in shandong province,provide strategic guidance for it,but also provide experience for the further improvement of the implementation of local curriculum in China.The implementation of local curriculum is a specific practice process in which local primary and secondary schools plan and set up local curriculum independently developed in the school,arrange teachers,organize teaching,carry out evaluation,allocate resources and other activities,and it is an important bridge to realize the value concept of local curriculum.Different from the implementation of national curriculum,the implementation of local curriculum has distinct regional,open and practical characteristics,emphasizing on enhancing students' process experience through practical activities,improving students' sense of identity,sense of belonging and sense of pride towards their hometown,adapting to the needs of talent development in different regions,and promoting local social development and construction.The implementation of local curriculum in China has gone through three development stages: the initial stage(1986-1992),the preliminary stage(1992-2001),the development and deepening stage(2001-present).Results showed that the current primary school in shandong province local curriculum implementation has achieved such as courses are widely offered,generally higher recognition and students reflect good positive effect,but at the same time,it does exists many issues in local curriculum implementation,which are manifested as:superficial understanding of curriculum,weak faculty,irregular class hour implementation,traditional implementation methods,arbitrary course evaluation,and lack of resource support.This is mainly due to the implementation of local curriculum,teachers professional support,supporting resources and the lack of theoretical research.In view of the problems existing in the implementation of local curriculum in primary schools in shandong province,we should take targeted and effective measures,including: expanding full-time teachers,improving the professional quality of teachers;guiding multi-party participation and exploring multiple ways of implementation;perfect course evaluation,reform examination evaluation system;Improve the allocation of resources to overcome practical implementation problems;strengthen theoretical research,provide specific implementation guidance.Practice has proved that the implementation of local curriculum cannot be achieved overnight.It requires extensive participation of society,principals,teachers and students strong support from social institutions and communities,and mutual cooperation from relevant departments.Only by paying more attention to it ideologically,improving course resources materially,and exploring and reflecting on specific operations,can the problems existing in the implementation of local courses be gradually solved and the implementation effect of local courses be improved.
