On June 8th,2001, the Ministry of Education issued the outline named "Reform Program for Basic Curriculum (Trial)" and it pointed out that to reflect characteristics of schools and improve school running autonomy, the country will implement the three-level curriculum management and let the local governments and schools develop curriculum resources. This reform undoubtedly makes the local curriculum and the school-based curriculum in a important position. It caused that the development and implementation of the local curriculum and the school-based curriculum became a hot focus of educational reform, and even difficulties. Our country is vast in territory and there are many different nations. They have different geographical position, history, economy, politics and culture. The differences among them caused that the country can’t set up only one standard to develop and implement the local curriculum and use one size to decide the whole parts. Instead, the country must adjust measures to local conditions and vary from person to person, especially in the minority areas. The construction of the local curriculum in the minority areas involves a wide range of issues and it is not only an issue of national education. In fact, it is closely linked with the social and economic development in border areas,the safety of minority population (in the quantity and quality), the inheritance and enhancement of traditional culture in minority areas and even the harmonious unification of the motherland. This paper will analyze the present situation of the implementation about the local curriculum in Korean Middle School of Yanbian based on Yanbian Korean named the pioneer of Chinese minority education and the basic knowledge in local curriculum according to the field investigation of some Korean middle schools in Yanbian and the related education theory. From that it will discover the problems and finally come up with possible countermeasures and suggestions to provide some reference for the development and implementation of the local curriculum in Korean area and even other minority areas.There are four parts in the research:First, it is about introduction. It not only explains the purpose and significance of this research, but also reviews the related research status simply and introduces the basic methods of the research.Second, it is about the overview of the local curriculum. It explains the connotation of the local curriculum and elaborates the significance in the development of the local curriculum in Korean middle school. It is beneficial to form the good national culture character and develop the innovation of the national education and sustainable. It is also beneficial to inherit and develop the national culture and satisfy the needs of social talents in the frontier minority areas.Third, it is about the implementation status in the implementation of the local curriculum in Korean middle schools and existing problems. It analyzes the advantages of the resources about the local curriculum in Yanbian, and introduce the Korean middle schools in Yanbian. Then it elaborates the development of the textbook for the local curriculum in the Korean middle schools and the implementation of the local curriculum. From that it shows the problems in the process of the implementation.Fourth, it is about the countermeasures and suggestions to improve the local curriculum in Korean middle schools. It provides the countermeasures and suggestions from the ideological understanding, the policy formulation, the implementation of plans and the construction of teaching staff.
