Primary and secondary school teachers are the main force of basic education in China.They shoulder the historical mission of teaching and educating people and play an important role in all historical stages of development in China.Preparation of teachers management is an important guarantee for stabilizing the teaching team and an important factor in realizing the reform of China's basic education.However,there are some problems in the preparation of teachers management today,and solving these problems is not a one-step process,but a phased process.The overall development driven by regional reform is an important way to realize the reform of compulsory education.Therefore,this study selects the preparation of teachers management in the county as the research object,in order to propose new measures for the preparation of teachers management reform,and provide suggestions for the balanced development of basic education.This study investigates the situation of teachers in the compulsory education stage in N County of Jiangsu Province,and finds out the status quo of preparation of teachers management.From the three dimensions of preparation of teachers' quantity,structure and quality,the authors present the problems of the overall number of teachers and the lack of structural compilation,the quality of teacher preparation is not high,and analyze the behavior of the education administration in the reform of preparation of teachers management establishment.From the macro,meso and micro levels,the reasons for the formation of teachers management in N county are discussed.On this basis,this study focuses on policy system,management behavior and social support,explores the reform path of preparation of teacher management issues,and analyzes the idea of "cancel the preparation of primary and secondary school teachers",with a view to reforming teachers in China and to make policy recommendations for action.At present,there is a large gap in the level of economic and cultural development among regions in China.The distribution of teacher resources according to the unified teacher establishment standards will still lead to a large gap between the number and quality of teachers in the region,which increases the difficulty of teachers management.Therefore,based on the reality of China's educational development,this study tentatively puts forward the idea of "cancel the preparation of primary and secondary school teachers" in order to achieve the goal of rational allocation of resources for basic education teachers in China.
