Research On The Connection Between Inclusive Private Parks And Non-profit Private Parks

The research analyzes the contents of Universally Beneficial Private Kindergarten Institution and Non-profit Private Kindergarten Institution by context analysis method,and reveals that these two institutions can build connection towards supporting and rewarding system and supervision and management system.The connections refer to the incentives and grants system,the rent and tax preference system,land preference system,teacher's training system and teacher's treatment and subsidy system within supporting and rewarding institution,and financial management system,quality assessment system,corporation governance system and information sharing system within supervision and management institution.After determining the contents which can build connections,the research investigated kindergarten organizers' attitudes on the connection of these two institutions by questionnaires and interview,followed by divergence analysis and Structure Equation Model(SEM)construction.The data shows that kindergarten organizers have expressed high connection intention on teacher's training system in supporting and rewarding institution.What's more,when it comes to supervision and management institution,the highest connection intention is information sharing system;The implementation of Universally Beneficial Private Kindergarten Institution is the main factor that influences the connections of institutions,it also has strong direct effect in the implementation model of supporting and rewarding institution and supervision and management institution.This research built connections of these two institutions based on the implementation of Universally Beneficial Private Kindergarten Institution.In general,the implementation of Universally Beneficial Private Kindergarten system is not good in most of the investigated places.Only a few provinces executed Universally Beneficial Private Kindergarten Institution very well,and these provinces can build connections between these two institutions by embedding.By contrast,for the provinces whose Universally Beneficial Private Kindergarten Institution is poorly executed,and they should break the path dependence and build connections between these two institutions by reconstruction.At last,this research gives some suggestions on the connections of these two institutions from the perspective of the government.The connecting of two institutions is a process of transformation and balance,persuasion and advance,as well as exploration and change.Which means governments should break the institutional path dependence and coordinate conflicts of relevant parts;Integrate systems and improve the efficiency of policy supplement;Grasp the trend of institutional change and choose the appropriate connecting modes.
