| Education is the endogenous driving force of the continuous development of society and the sustainable force to promote the social and economic development in remote ethnic areas of our country.The degree of social and economic development in remote ethnic areas is low,and external investment is an important means of quickly getting rid of poverty and becoming rich,but improving the quality of the local population and enriching ideas first is the core of getting rich for a long time.(a)strive to improve the level of education in remote ethnic areas so that no child of school age is deprived of his or her right to education because of family conditions,Nor will it become a national plan to lose the opportunity to change one’s own destiny or even the face of one’s hometown because of the economic conditions that give up further study.The implementation of "free education" is an effective solution,which not only reduces the incidence of poor dropouts,but also improves the quality of the people.from this point of view,"free education" should be really popular education.It is the concrete embodiment of educational equity.This paper takes the hot spot of high school free education policy under the 15-year free education system as the research background,and takes the educational equity theory as the research angle of view.Taking Liangshan Yi Autonomous Prefecture,Sichuan Province,as the research object,this paper takes Liangshan Yi Autonomous Prefecture,Sichuan Province,as the research object,which is the area with the largest and most concentrated poverty surface in the "three prefectures and three districts",which is the country’s deeply poor area.And went deep into Xichang City,where the state capital is located,and Xide County,a typical poverty-stricken county,to conduct on-the-spot questionnaires and interviews as case study points,combining the theory of fairness with the practice of free education.To explore the implementation effect of free education policy in senior high school in Liangshan ethnic minority areas.According to the theory of fairness,the demand of schools and the reality of poverty in Liangshan Prefecture,this paper finds that the implementation of the policy of free education in the high school stage in Liangshan Yi nationality area has a good effect,which not only benefits parents,students,but also society.It basically embodies the connotation of fairness,but there are still many problems in high school free education in Liangshan ethnic minority areas,which are embodied in four aspects: students,teachers,parents and management.this paper refines the problems and finds out the causes of the problems.On this basis,this paper tries to put forward four countermeasures for the development of free education in Liangshan high school: first,from the student level,we should strengthen the feeling of gratitude and improve the enthusiasm of students in class;Second,from the teacher level,schools should ensure the effective implementation of policies,especially the effective use of funds to strengthen teacher training,optimize teachers’ age,education,professional titles and other structures;Thirdly,from the parents’ level,we should strengthen the propaganda of their free education,strengthen the understanding of the importance of senior high school vocational education,and guide the initial investment in education into industrial development in order to achieve poverty alleviation and prosperity;Fourth,from the management level,the Government should do a good job in the overall planning of policies,especially the protection of funds.It is hoped that these countermeasures will help to promote the development of free education in senior high schools in Liangshan Prefecture,so that the policy can benefit the people on the ground and provide a reference for the large-scale implementation of the policy of free education in senior high schools in China in the future. |
