With the introduction of major initiatives such as the “Belt and Road Initiative”,“Made in China 2025”,Internet+,“Popular Entrepreneurship,and People' Innovation”,China's new industries and new economic operating models continue to emerge as new developments in the market economy.The urgent need for a large number of highly practical application-oriented technical and technical personnel has provided opportunities,and has brought new opportunities for development to vocational colleges that focus on cultivating such application-oriented technical and technical talents.The status is more prominent,and recruitment and personnel training are more important.As a large western province of China,Shaanxi has always been rich in cultural accumulation,and has sufficient educational resources.It has the advantage of inheriting the east and the west and connecting the north and south geographical advantages and educational advantages,but there is still a certain gap between vocational education level and economically developed regions.Therefore,it is of great practical significance to study the enrollment of vocational colleges in Shaanxi,especially to comprehensively evaluate the implementation of enrollment policies.This is not only related to the immediate interests of each candidate and their families,but also related to the party and the country to comprehensively promote the development of the western region and implement them.The "One Belt and One Road" construction is a major strategy.At present,domestic and international scholars have conducted some exploration and research on the comprehensive evaluation of higher vocational education,and some new ideas have also been proposed.However,Smith's policy implementation analysis model is rarely used as a framework for the implementation of comprehensive evaluation of higher vocational education.Problems were studied.Since 2014,the comprehensive evaluation of vocational qualifications in Shaanxi Higher Vocational Education has been implemented for five years.There are also many problems revealed in each link.There are also many places that need continuous improvement and improvement.It is also mixed.Because of this,it is also important to deeply study the value orientation,practical challenges,and path choices of higher vocational colleges in the evaluation of enrollment policies,and the tasks of coping strategies.This article mainly takes Shaanxi Higher Vocational Comprehensive Evaluation enrollment policy and itsimplementation issues as the main research content.From the perspective of policy implementation,this paper analyzes the research background and significance of the current comprehensive evaluation enrollment policy of vocational colleges and determines the research objectives.At the same time,it is intended to establish an analytical framework that combines the process model of Smith's policy implementation.Through the identification of relevant concepts such as comprehensive evaluation of enrollment and public policy implementation,the relevance between the theory and the enrollment policy is analyzed.Corresponding to this,four factors affecting the implementation of public policies,including the enrollment policy itself,enrollment executives and personnel,candidates and parents,and the enrollment environment,are analyzed,and in response to the current enrollment policy operating conditions,questionnaire surveys,interviews,etc.Ways to carry out research,and gradually explore the problems and causes of the comprehensive evaluation of higher vocational education policy.On this basis,combing relevant literature at home and abroad,drawing on experience and enlightenment from domestic and foreign higher vocational enrollment policies,according to the four dimensions of Smith's policy implementation analysis model,it puts forward countermeasures and suggestions for the implementation of higher vocational comprehensive evaluation enrollment policy.The development of higher vocational colleges provides useful help.
