The Party Central Committee and the State Council attach great importance to the issue of rural labor transfer and employment.In 2019,the Central Document No.1 clearly stated that it is necessary to “promote rural labor transfer employment.Implement more active employment policies,strengthen employment services and vocational skills training,and promote the multi-channel transfer of rural labor.Employment and income increase." Under the background of the slowdown of China's economic growth,it is of great practical significance to study the characteristics and influencing factors of rural labor transfer employment in Henan Province,and the change of employment income to farmers' income growth and rural household income control structure.The primary industry in Neihuang County is developed,the secondary and tertiary industries are relatively backward,and the employment opportunities in the township are small,resulting in a large number of rural laborers going out to work.Based on this,based on the theory of labor transfer and human capital theory,the basic situation of rural labor transfer employment in Neihuang County,the impact of transfer employment on its income level(income growth and income control)and rural areas were adopted by questionnaire survey and statistical analysis.The changes in the family income control structure were analyzed and the following conclusions and recommendations were obtained.The results of the study show that:(1)The rural laborers who go out to work in Neihuang County are mainly young and middle-aged men with junior high school and high school education;the proportion of training is low;in general,the proportion of self-employment is the highest,and the proportion of employment by relatives and friends is second.The government has the lowest proportion of employment,but the proportion of self-employed workers with lower education level is lower;the rural labor force is more inclined to work in the service industry or construction industry in the township,the city outside the county or the province.The employment time is mainly for half a year,ten months and the whole year.(2)The male labor force in the rural labor force out of employment in Neihuang County is higher;except for the rural labor transfer under the age of 35,the income level is positively correlated with the academic qualifications;the training can improve the actual remuneration of the rural transfer labor force,and for men The improvement of labor remuneration is obviously better than that of women,and the actual remuneration obtained through training is positively correlated with age.In terms of employment,the actual remuneration obtained from rural migrant labor in the city outside the county and in the province is significantly higher than that.The actual remuneration in the township,the county outside the county,and the city outside the county,no matter where you are employed,there is a “U” relationship between the income and age of the rural labor force in Neihuang County,that is,income first with age.Growth increases and then declines;the relationship between income and gender in different employment places is uncertain;in the industry,there is a “U” relationship between income and age of the three major industries.The relationship is uncertain,in which the income of women in the service industry is significantly higher than that of men,and the men's compensation in manufacturing and construction is significantly higher.Women;(3)Comparative analysis found that labor transfer employment increased the proportion of development data expenditure and enjoyment of data expenditure in the household expenditure structure.Therefore,the following policy recommendations are proposed:(1)to improve the human capital of the rural labor force for employment;(2)to improve the long-term mechanism for rural labor transfer employment;(3)vigorously develop non-agricultural industries in the township and foster employment carriers.The innovations are as follows:(1)Analyze the influencing factors of rural labor employment and income level changes in Neihuang County from multiple angles;(2)This paper studies the combination of rural labor transfer employment and income.The shortcoming of the article is that although the survey samples are randomly distributed among 220 rural households in Neihuang County,the sample size is small,there may still be statistical bias.
